The Democratic Party has officially filed a request for a 3-month extension of the mandate of the Special Parliamentary Committee for Administrative-Territorial Reform.
The request signed by the co-chair of this committee, Luciano Boçi, is based on the argument that the main objectives of the draft calendar have not yet been achieved and that decision-making cannot be concluded without guaranteeing a full consultative process and without receiving an official opinion from the Council of Europe.
"In my capacity as Co-Chair of the Special Parliamentary Committee on Administrative-Territorial Reform, based on Decision No. 75/2025 of the Assembly of the Republic of Albania, on the Establishment of the Special Parliamentary Committee on Administrative-Territorial Reform, I request the extension of the mandate of the Committee by 3 (three) months, and that the work of the Committee continue during the month of August, in order to fully fulfill its mandate.
I also believe that the Commission should not consider its activity completed and should not submit the final product to the Parliament without being discussed in the Commission and without being voted on in the Commission, as without prior consultation and without obtaining the institutional opinion of the Congress of Local and Regional Authorities of the Council of Europe, as the most specialized European institution in the field of local democracy, decentralization and local government autonomy.
"This request is based on the fact that to date a significant portion of the objectives and activities approved by the Commission itself in the Draft Work Calendar have not been fulfilled," the request states.
It is also noted that the Commission is still in the public consultation phase, and the public consultation in the largest region, Tirana, has not yet been held, and hearings with 8 mayors have not yet been held.
