The state-owned oil company, Albpetrol, has been reminded "after the pilaf" to react to the scandal of the concession company "Bankers", which is suspected of having fictitiously siphoned off hundreds of millions of euros, all under the "nose" of the state-owned firm.
A year ago, an action was carried out by the Fier Prosecutor's Office, where several directors and former directors of the private company were arrested, while surprisingly Albpetrol, which should monitor and have constant contact with the concessionaire, was not affected.
The entire action was canceled for several months, while there are very few people as a security measure, while work continues in the Patos - Marinzë oil field, where tens of millions of euros are being spent every month. And, in this whole situation, Albpetrol itself decides to block the shares of "Bankers", remembering that it also has obligations to them.
A few days ago, a decision by private bailiff Ermir Godaj to block the shares of the concessionaire firm "Bankers" was registered at the National Business Center. The decision, according to Vox News, states that the blocking was based on the execution orders dated September 18, 2025, July 25, 2025, and September 2, 2025, issued by the First Instance Court of General Jurisdiction in Fier.
"On December 4, 2025, the requests of the creditor of the company 'Albpetrol' sh.a. were filed with the private bailiff Ermir Godaj, together with the execution order, issued for the executive titles, tax invoices with number 1972 of 2023, dated May 5, 2023 ," this document states.
It is further written that we also have invoice number 3041 of 2023, dated July 26, 2023, and invoice 3039 of July 26, 2023, issued by the company 'Albpetrol' sh.a, against the company "Bankers". The document does not have the value of the obligation that the concessionaire has to the state-owned company, while the fact that these invoices were left in Albpetrol's drawer for a long time remains very suspicious.
Vox News has learned that the document only states "a large sum of money", but without providing other details. If they are from 2023, why are they being executed now? Who is responsible for this great damage to the Albanian state? Could it be that, in addition to the employees of the private firm, state officials should also be investigated?
In the same document, the bailiff writes that " in the conditions when the execution of executive titles by the decision of the bailiff has become mandatory execution and for its execution, the blocking of movable and immovable assets, as well as loans to third parties owned by the debtor, must be carried out."
Finally, the bailiff orders the National Business Center to impose a conservative seizure measure on the debtor's assets. "To impose a conservative seizure on the capital owned by the debtor, the company 'Bankers', so that no alienation or disposal action is carried out," the document states.
The decision comes after investigations by the Fier Prosecutor's Office in July 2025, where 14 security measures were issued for employees. The investigation revealed that "Bankers" had been operating at a loss from 2004 to the end of 2024, which has meant that the Albanian state has not benefited from any income from this activity for 20 years.
