Evolve Tower is a 21-story tower

Edi Rama has decided to take the breath away from the residents of Tirana and not spare a single inch of space left in the capital, by planting scandalous towers and concrete monsters directly in pockets of neighborhoods.

Evolve Tower is a 21-story tower that is growing like a boil in one of Tirana's busiest and least-developed neighborhoods. It is a densely populated residential block along Elbasani Street, on Bako Dervishaj Street.

The tower is being built on a narrow, one-way secondary street that can barely handle the current traffic of residents. The construction of a 21-story building will ultimately destroy the mobility of this area, but that's not all.

The tower is placed so close to existing structures that it takes away air and sunlight from all the surrounding houses and buildings, robbing them of their privacy and turning every area that once served as breathing space or parking into a perpetual construction site for the narrow interests of a private company.

The permit is kept hidden.

Although a full two years have passed since the permit was approved at the KKT meeting in November 2024 and the tower is being erected rapidly day by day, all technical details of the project are kept completely secret from the public.

In a flagrant violation of transparency, the specific regulation documents, construction intensity, land use coefficient, and whitewashed site plan map have never been made public in online records. But leaked photos of the architectural project clearly demonstrate the urban carnage.

Affected citizens and residents are left in total darkness, while institutions hide the urban parameters of this monster in order not to show how all distance and density norms have been violated in that residential block.

The builder from nothing

If the visual carnage horrifies you, the historical extract of the Central Bank and the balance sheet of the development company " Aron Edil SHPK " raise serious questions about how the government can approve such permits.

The company that has received the right to change the face of Tirana with a premium project, where sales prices reach around 4 thousand Euros/m², is registered at a completely peripheral address such as the Elbasan-Peqin national road, Çeshme Neighborhood, near the Peqin High School.

Founded in August 2023 by Mario Sallufi and then divided into 50% shares with Mateo Sallufi after a donation contract in 2025, this company operates with a negligible and ridiculous initial capital of only 100 thousand Lek for the size of a multi-million euro tower.

Furthermore, the balance sheet shows a total economic absurdity where the company's assets are practically non-existent in the face of the size of such a megaproject.

The official balance sheet reveals that the company "Aron Edil SHPK" reports zero fixed tangible assets - meaning that it does not own any land, land, machinery, equipment or solid buildings in its name.

The only "assets" keeping this company afloat are the ridiculous cash of only 52,458 lek and an artificial item "prepayments for inventory" worth about 10.1 million lek, which is completely drowned in liabilities.

How can a company without any real estate, without construction machinery, with monetary assets equal to half a minimum wage and with completely negative capital receive the green light directly from the prime minister and the KKT to build a 21-story tower in one of the most expensive areas of Tirana?

This clearly proves that " Evolve Tower " is not being built on the financial power or legitimate assets of this company from Peqin, but as a pure boil of urban greed that will hang over the heads of citizens, forever destroying the livelihood of an entire neighborhood to enrich just a handful of people./ Kapitali.al
