The storm warned by Prime Minister Edi Rama in the state administration has begun to take concrete shape. After the ultimatum for the resignation of all heads of subordinate institutions, ministers have held urgent meetings with their subordinates, communicating the head of government's request for their removal from office.
Vox News has learned new details from the extensive administrative change operation, which affects some of the country's most important institutions, from Taxes and Customs, to infrastructure, energy, prisons, public procurement, and state agencies.
According to information provided by Vox News, the resignation process should officially begin on Friday, October 23, at 8:00 AM, and be fully completed by Monday, October 26.
Justice Minister Toni Gogu holds meeting with subordinates, demands resignation of newly appointed director of prisons
One of the first meetings was held at the Ministry of Justice, where at around 3:00 PM, Minister Toni Gogu summoned the heads of subordinate institutions, communicating the Prime Minister's order to them.
On the list of leaders who have been asked to resign is Besmir Kola , the General Director of the Probation Service, who was appointed to this position in July of this year.
The request has also been communicated to Ergys Qiric , the General Director of Bailiffs, as well as Valdrin Pjetri , who heads the Property Treatment Agency (ATP).
Another name on the list is Eduard Merkaj , head of the Supervisory Agency for the Execution of Criminal Decisions System, the institution that replaced the former Internal Prison Control Service.
But the most special case is that of Sadleva Bodo , the Director General of Prisons.
Bodo was appointed to this position only on October 14, after the resignation of Adriatik Kupi. Although she has only been at the helm of the institution for a few days, sources confirm to Vox News that she was also asked by phone to submit her resignation. Initially, Bodo resisted, saying that she had just been appointed to that position.
This shows that Rama's order does not make an exception for newly appointed leaders, raising questions about the criteria that these people were appointed through a party list and without a competition.
The 18:30 meeting at Infrastructure, the leaders of Albpetrol, ARRSH, OST, KESH and Albcontrol leave
From AIDA to AZHBR and AKM, the request for resignation also affects the heads of the three agencies
Vox News sources indicate that the demand for resignation has also extended to agencies covering investments, rural development, and the environment.
On the list is Laura Plaku Saro , the executive director of the Albanian Investment Development Agency (AIDA), an institution that deals with the promotion and support of domestic and foreign investments.
Another name is Ardita Kuçi , the General Director of the Agency for Agricultural and Rural Development (AZHBR), who took over the leadership of the institution in September 2024.
AZHBR is one of the most talked about institutions for scandals with farmers' funds. The European Union has reacted to this by cutting off IPARD support funds.
The request for resignation also affects Marjeta Përlalë , the Director General of the National Environment Agency (AKM), appointed to this position by decision of the Council of Ministers on January 15, 2026.
Taxes, Customs and Central Bank, three more names on the list of resignations
The changes also extend to institutions that are directly related to public finances and business activity.
According to information from Vox News, the resignation has also been requested for Besmir Beja , the Director General of Customs, who took office on February 2 of this year, replacing the head of corruption, Gent Gazhel.
Also on the list is Ilir Binaj , the Director General of Taxes, who has been leading the tax administration since October 2024.
Meanwhile, another leader who is expected to leave is Etugert Llazi, the General Director of the National Business Center (NBC), an institution under the Ministry of Economy and Innovation.
According to Vox News sources, so far none of the leaders to whom the request was communicated has shown resistance.
All have confirmed receipt of the order forwarded by the respective ministers and their willingness to follow the resignation procedure.
The process should begin on Friday, at 08:00, and end by Monday, when all required resignations are expected to have been submitted.
