The majority people have started to give permits to each other, creating a "gang" that despite protests and changes of directors, public money or property still goes to the same hands. The next case comes from Bulqiza, where with highly questionable decisions of the mayor and the government, the beneficiary is the family of the head of the Valia Administrative Unit, in Kamëz.
According to documents researched by Vox News, the government has approved the construction permit for a photovoltaic power generation plant, with a capacity of 10 megawatts, and auxiliary works, located in Vlashaj, Shupenza Administrative Unit, Bulqiza.
In the documents obtained by our editorial team, it is revealed that the developer is the company "Gerti" shpk, owned by Murat Dani. The latter is the father of Jeton Dani, a former candidate for MP and currently, head of the Valias Administrative Unit in Kamëz.

So, the permits and public property were given within the majority, to its people! But how did this family gain the property? The same documents state that the area of 110,000 m² is state-owned.
"This land is state property for which a contract was signed with the Bulqiza municipality with number 2819 protocol dated June 7, 2023 with the beneficiary party being the company 'Gerti' sh.pk. The territory where the park is being developed has an average elevation of 720 meters above sea level," the documents state.
According to her, the area has a well-developed road infrastructure that connects to the Bulqizë-Shupenza road, while there are also roads within the territory where the project is being developed and can be used during the construction and operation of the photovoltaic park.
In recent months, the mayor of Buliza, Festime Mjeshtri, has been accused by local residents of selling properties to businesses linked to the majority. Parks are being built throughout the municipality, some in Martanesh and some in other units, while no public hearing has been held.
It seems that Festimja has spread its wings in these times when attention is focused on the central government, while the local government continues to provide large areas for such parks.
