In just 48 hours, 3,500 citizens of Prrenjas have signed the petition opposing the merger with the municipality of Librazhd as part of the Territorial Reform.

On the other hand, it seems that Prrenjas is not the only city that opposes the Territorial.

It seems that the citizens of Devoll, much earlier than Prrenjas, filed their petition with massive signatures demanding that it remain a separate municipality.

The final report presented today to the Albanian Parliament by the Territorial Reform Commission states:

"The petition with massive signatures of residents of Devoll Municipality, accompanied by the official support of a patriotic-cultural association with branches inside and outside the country, requests that Devoll remain a separate unit on the new map, that the village of Dardhë be included in it, as well as a popular referendum vote if the request is not approved by the Parliament. The Has diaspora in the United Kingdom, through diplomatic channels, expressed concern about any possible territorial division of Has and its implications for social cohesion and diaspora engagement.

The Municipality of Konispol, the Municipal Council of Poliçan and a local association from the same city, an association from Fushë-Arrëza and citizens of the administrative units of Manëz, Ishëm and Sukth (Durrës) requested that the consultation be brought closer to their communities, arguing that hearings focused on the regional centers limit real participation. The request from Fushë-Arrëza also expresses the belief that the municipality has reason to remain a separate unit, highlighting the natural potential and heritage of the area.

Residents and representatives of Velipoja requested separation from the Municipality of Shkodra and the creation of a separate municipality, with arguments of distance, tourist potential and closer decision-making; a representative group of the Shpat province (Elbasan) presented historical, provincial and demographic arguments for a Shpat Municipality; a political entity linked to the Macedonian community requested the creation of units dedicated to the areas of Golloborda and Gora, based on identity and minority and with reference to the case of Pustec; and residents of the Martanesh administrative unit requested its transfer from the Bulqizë Municipality to the Municipality of Tirana, with arguments of ethno-cultural ties and economic development.
