The leaders of Scotland, Wales and Northern Ireland are expected to meet in Cardiff on Monday to sign a joint declaration calling for the right to self-determination and holding independence referendums, The Telegraph reports.

According to the newspaper, the declaration will cover several areas, including the economy, energy, Europe, internal cooperation and self-determination.

The three parties are also expected to argue that they should be given the opportunity to join the European Union.

According to the report, Scotland and Wales would seek membership as new states, while Northern Ireland would be included as part of the Republic of Ireland.

The memorandum is also expected to contain commitments to strengthen relations with European countries, in preparation for efforts for independence.

Sources quoted by The Telegraph say the statement is intended to increase pressure on British Prime Minister Andy Burnham, who had previously stated that a referendum on Scottish independence could be held if there was public support.

However, on Thursday Burnham sent a letter to the leader of the Scottish National Party and First Minister of Scotland, John Swinney, insisting that a referendum on independence would be out of the question for the time being.

According to The Telegraph, Burnham argued that "there is no consensus for an independence referendum in Scotland and no clear basis for suggesting that the majority of people in Northern Ireland currently want to secede from the United Kingdom."

The British Prime Minister has also argued that such a referendum would distract from the need to grow the UK economy and reduce the cost of living.
