New session, old battles. On September 8, MPs return to work after the holidays with their tasks carried over, as they will have on the table the reforms that they were unable to complete due to the political conflict.
Political coexistence within the same chamber seems to continue to be a difficult mission for lawmakers. The first test will be the approval of the territorial map. The Socialists aim for the 2027 local elections to be held in a new territory with 46 municipalities. The majority's plan is to approve the new map in early October, but the Democrats insist on political consensus.
"We recall here, since you referred to the decision-making of the Electoral College and the Constitutional Court regarding the 2014 reform, which we took to the Constitutional Court. The subject of the debate in the court was also the fact whether the three-fifths required for the approval of such a reform require a substantial consensus among the main political forces for the approval of such a reform or the possession by a certain majority of a formal number of votes, which would make the reform subject to an electoral will to obtain an electoral result at a certain moment", declares Ivi Kaso, a DP MP.
The opposition does not have the votes to block the approval of the new map in Parliament. Under these conditions, the Democrats have two scenarios: a battle in the Constitutional Court and the holding of local referendums in 15 local units that refuse to merge with larger municipalities.
"The political stance of the DP is clear, it does not recognize this one-sided product that would bring victory to the table in the 2027 local elections and would precede the seizure of another mandate in the general elections, whenever they are. One of the options that the party leader has articulated to oppose it is holding local referendums, which certainly have their own complexity and difficulty in holding them," says Ivi Kaso.
The breakdown of the political pact on territorial reform has not affected cooperation on the new Electoral Code. The Socialists and Democrats have found common ground on electoral reform.
The canonization of 'Mother Teresa' postponed the opening of the Parliament's proceedings to Tuesday. The Conference of Speakers meets on the morning of September 8 to approve the calendar of proceedings, which also includes legal amendments to increase the salaries of magistrates. At 5:00 PM, the deputies will meet in a plenary session, which is of a ceremonial nature, where the Speaker of the Parliament is expected to give the main message. The deputies return from their vacation on Tuesday, but they have planned to spoil their first day of work with protesters who will wait for them with eggs in their hands at the doors of Parliament./TCH
