DP denounces Allajbeu: He embezzled 150 million euros with the Dialysis
Klodian Allajbeu

The Secretary for Civic Action in the Democratic Party, Erges Eskiu, has made strong accusations regarding the hemodialysis concession, referring to data from the Supreme State Audit Office.

Eskiu stated that Klodian Allajbeu, owner of the American Hospital and Hygeia chains, is the main beneficiary of the concession, through the company " Dia Vita ". According to him, in six years, about 15.1 billion lek, or approximately 150 million euros, have been paid.

Referring to 2022, Eskiu said that out of 193,878 hemodialysis sessions, only 10,766 were performed in public hospitals, while 183,112, or 94.4%, were performed by the private sector and PPP.

According to the DP, the construction of public hemodialysis centers in 11 counties would cost the state around 4.5–5 million euros, while even with larger investments the cost would not exceed 10 million euros.

Eskiu also claimed that the cost of treatment per patient would be at least 50% lower than that of the concessionaire.

He also raised accusations about the manner in which the tender was awarded, stating that the concession was awarded without competition and that the ALSHI report had identified violations, including allegations of a fictitious increase in the number of sessions and refusal of service for patients with acute illnesses.

Eskiu described the concession as a scheme that, according to him, has harmed the public interest and the health of citizens.

The DP stated that it would refer the materials to law enforcement bodies and promised that, if it comes to power, it would review concessionary practices in healthcare, aiming to return services to the public focus and place the patient at the center.

Full statement:

Klodian Allajbeu, the owner of the American Hospital and Hygeia networks, turns out to be the biggest beneficiary of the hemodialysis concession, which, according to the Supreme State Audit, has laundered 15.1 billion lek, or about 150 million euros, in just six years. Of this money, only a small part went to payments to public hospital centers, while the rest went to satisfy Klodian Allajbeu's appetite through the Dia Vita company and his network of hospitals.

As an illustration and to create an idea of how the funds were distributed, in 2022 alone, out of 193,878 sessions performed in total, only 10,766 were performed in the public hospital, while 183,112 sessions, or 94.4%, were performed by the private sector and Klodian Allajbeu's PPP.

Let's do a simple calculation. If it were decided to establish hemodialysis centers in 11 counties, the state budget would not cost more than 4.5 or 5 million euros, while to make them ultra-modern, no more than 10 million euros. Adding the cost of hemodialysis per patient, which is at least 50% cheaper than what the concessionaire offers, then anyone can calculate how much Allajbeu has benefited from this mega-theft with state permits and partnerships.

The tender was awarded without competition, while the KSHA report reports numerous violations by the concessionaire, such as a fictitious increase in the number of sessions, refusal of service for those with acute illnesses, etc.

So, Edi Rama did not provide this service with PPP to improve it, but to satisfy the greedy and share taxpayers' money with them on their backs and to the detriment of their health. He did it to further enrich mega-patronageists like Klodian Allajbeu of the hospitals, whom he has as a donor or interlocutor of his corrupt relations with internationals.

The Democratic Party will pursue this issue to the end and will refer the materials to law enforcement agencies, which in this case, as in many other cases, have decided to turn a blind eye.

We also pledge that all corrupt practices will be undone immediately upon coming to government and healthcare will be returned to the public good, with a focus on citizen health, with clear programs that put patients at the center, putting an end to considering them as clients to be extorted.
