Democrats on the House Judiciary Committee are expanding their investigation into Jared Kushner, President Donald Trump's son-in-law.

At stake is the luxury project he wants to build on the Albanian coast, a project that has sparked weeks of protests and accusations that the land was acquired through forged ownership deeds.

Representative Jamie Raskin of Maryland, the top Democrat on the House Judiciary Committee, said he has new questions about Kushner's "questionable real estate acquisition practices" and has requested access to all records related to his "approval or review" of projects in Albania, including any communications between the U.S. and Albanian governments.

In a public letter to Kushner, Raskin says Democrats want to clarify whether "Kushner's conduct should be investigated under the Foreign Corrupt Practices Act."

Under US law, it is "unlawful for a US person or company to offer, pay or promise to pay money or anything of value to any foreign official for the purpose of obtaining or retaining business."

The letter seeks to expand an investigation Raskin opened in April into what Democrats called Kushner's "blatant conflict of interest." He was serving as the White House peace envoy while also running a private equity firm backed in part by sovereign wealth funds in the Persian Gulf.

"While acting as our nation's chief negotiator to end several international conflicts created or exacerbated by your father-in-law's administration, you have taken the time to start yet another international fraud-related incident yourself," Raskin wrote in the letter, referring to Kushner's efforts in Albania.

Kushner's representatives at his investment firm have not yet commented on the letter.

White House spokeswoman Anna Kelly called Raskin's request part of "the same tired narrative that Democrats have pushed against President Trump, his family and his administration for a decade."

"Jared Kushner's personal business activities have nothing to do with his diplomatic engagements, which he carries out on a voluntary basis at the request of the President," Kelly continued, praising what she described as Kushner's "track record" on the Abraham Accords and other initiatives.

Raskin's full letter

Dear Mr. Kushner:

You may have been too busy causing a new foreign policy fiasco in Albania after your yachting adventure in the Adriatic to answer some questions we had regarding your blatant conflicts of interest going on here in America.

So, in case you have forgotten the existence of a congressional investigation into your conflicts of interest and corrupt business practices, I am writing to remind you of your obligation to respond to Congressional investigative requests and also to let you know that we have expanded our investigation to include your questionable real estate practices.

On April 16, 2026, I wrote to you about the deep concerns that had been expressed by members of Congress regarding your decision to seek private investment from foreign powers for your personal businesses, while at the same time acting as one of the United States government’s chief negotiators in foreign conflicts — incidentally, conflicts in which your investors are themselves directly or indirectly involved.

From the perspective of the American people, your decision to simultaneously act in these two roles — one public for the government and the other private for personal gain — has created a blatant and irreparable conflict of interest, especially when 97% of the funds you have raised for your investment firm have been drawn directly from the sovereign wealth funds of foreign governments, related commercial entities, and foreign nationals.

You have not responded to that letter. And when my staff reached out to Affinity, we again received no response. Giving you the benefit of the doubt, I assume you may have been too busy and distracted by your repeated failed attempts to negotiate a lasting ceasefire in Iran, Lebanon, or Ukraine to respond.

Or you may have been preoccupied with the massive demonstrations organized by the Albanian people in protest of your plans to create an environmentally disastrous luxury resort near the island of Sazan and the nearby coast of Zvërnec, a protected area that shelters hundreds of migratory birds and aquatic animals.

According to published reports, your wife, Ivanka Trump, claimed that you “found” an island off the coast of Albania while sailing in a yacht across the Adriatic. Of course, you didn’t “find” it: Sazani was used periodically as a military installation from Roman times, through the Ottoman Empire, until it was recently turned into a protected environmental area and wildlife refuge.

Unfazed by this, you gathered some billionaire partners from Qatar and launched a plan to build a luxury resort for extremely wealthy people near or on the island.

The government of Albanian Prime Minister Edi Rama, which has long sought to influence American politics, gave you the go-ahead, but the Prime Minister could not win the approval of his constituents for your dream project.

The Albanian people have taken to the streets to protest, and Albanian prosecutors have frozen potentially fraudulent assets related to your land purchase in Zvërnec, after it turned out that the seller did not actually own the land.

Although you claimed to have no knowledge of the seller's fraudulent claims, the Wall Street Journal recently revealed that you purchased the land in question from Artur Shehu — a suspected gangster and drug trafficker with a history of forging property documents — even after local residents wrote to you to warn you that Mr. Shehu had no legitimate title to the land.

Despite this, you pressed ahead, paid Mr. Shehu more than $120 million, and claimed ownership of the disputed area. Meanwhile, your private security team brutalized local residents who dared to protest your questionable land grab.

This episode reflects both your essential frivolity as a former representative of the United States and the Trump-Kushner family's excessive and seemingly insatiable appetite for engaging in political and financial corruption.

While acting as our nation's chief negotiator to end several international conflicts created or exacerbated by your father-in-law's administration, you found the time to start another international fraud-related incident all by yourself.

And you have been offered significant financial concessions and privileges by a foreign government, desperate to curry favor with the United States, while you, as the President's son-in-law, act as a de facto government official.

Therefore, we reiterate our previous requests and add several more below, including those necessary to determine whether your conduct should be investigated under the Foreign Corrupt Practices Act (FCPA) and to promote legislative reform.

The House Judiciary Committee is investigating the conduct of you, your firm, and your business partners, with the goal of obtaining critical information for reforming our bribery laws, conflict of interest provisions, other statutes and regulations governing the conduct of government employees and special government employees, the Foreign Agents Registration Act, and the FCPA.

Please provide the following documents, together with the documents responding to my previous requests, no later than 5:00 PM on September 7, 2026:

All documents and communications between you or any affiliated entity and any representative of the Albanian government regarding real estate, business agreements or protests in that country;

All documents and communications between you or any affiliated entity and any representative of the United States government regarding real estate, business arrangements, or protests in Albania;

All documents related to the approval or review of any real estate project in Albania, including but not limited to purchases, government approvals, payments or investments.

Thank you for your prompt attention to these important supervisory requests.

I look forward to your belated but full cooperation with this matter.

Yours sincerely,
Jamie Raskin, Senior Member
