The Minister for Europe and Foreign Affairs, Ferit Hoxha, has clarified for the first time the logic of the agreement between Albania and Serbia to open a Serbian consulate in Shkodra and an Albanian consulate in the Presheva Valley, making it clear that the two diplomatic representations are part of the same process and are based on the principle of reciprocity.
In an interview with Top Channel, Hoxha stated that Albania cannot request the opening of its consulate in Serbia, while refusing to allow Serbia to have the same opportunity on Albanian territory.
"Anyone who claims that Albania should open its consulate in Serbia, but without accepting that Serbia has the same opportunity in Albania, is not proposing a real solution and is talking nonsense," the minister said.
According to him, this is precisely the mechanism on which diplomatic relations between states function, and only through this reciprocity can Albania ensure a consular presence in the Presheva Valley, where a significant number of Albanians live.
Hoxha also rejected claims that a Serbian consulate in Shkodra violates Albania's sovereignty.
"The opening of a consulate does not give the sending state any kind of power or, even less, any kind of sovereignty over the city, territory or population where it is located," he declared, adding that every diplomatic representation functions in accordance with international law and Albanian legislation.
The minister also stressed that the agreement with Serbia does not in any way change Albania's position towards Kosovo.
"Albania's position on the independence, sovereignty, territorial integrity and Euro-Atlantic perspective of Kosovo has been and remains clear, stable and unchangeable," he said.
Responding to critics, Hoxha argued that decisions to open consulates are not based only on the number of residents, but also on the economic, cultural, touristic and strategic interests of the state.
He also opposed comparisons between Albanians of the Presheva Valley and Albanian citizens of Serbian nationality in the Shkodra region, emphasizing that it is not about establishing equality between the two communities, but about protecting the interests of Albania.
With this statement, the Foreign Minister acknowledged that the opening of the Albanian consulate in the Presheva Valley is directly linked to the acceptance of a Serbian consulate in Albania, describing reciprocity as a necessary condition for the realization of the agreement.
