President Bajram Begaj has decreed the promulgation of the law for the ratification of the loan agreement between Albania and the United States of America, within the framework of Foreign Military Financing (FMF).
Through the decree, signed on July 30, 2026, the Head of State has also given his consent for the law to enter into force immediately.

The agreement relates to a direct loan between Albania, represented by the Ministry of Finance, and the United States, represented by the Defense Security Cooperation Agency (DSCA).
With the President's decree, the law ratifying this agreement takes effect immediately, paving the way for its implementation after the completion of legal procedures.
The Albanian Parliament approved the loan agreement with the US with 74 votes on July 27, 2026. It was only the Socialist Party that voted in favor of the agreement, after the DP deputies boycotted the vote, while sending the agreement to the Constitutional Court.
The agreement provides for a loan totaling 302 million US dollars, within the framework of the Foreign Military Financing program.
