The socialist mayor of Dimal, Juliana Memaj, has reacted against the merger of the Dimal Municipality and its unification into a single one with Berat and Poliçan.
Memaj argues that Dimali has the local economy, historical identity, and financial capacity to continue functioning as a separate municipality.

DIMALI BASHKI WITH HIMSELF
Dimali has existed since the 5th century BC. In that site in the beautiful hills of Cukalati around the 2nd century BC, life, agriculture and trade flourished. There, facing two mountains, Shpirag and Tomori, there was a watchful eye to protect Apollonia. Artifacts abounded in the underground of Dimali, confirming the lack of attention from the relevant state institutions over the years.
The local economy of our area, emerging from the territorial reform of 2015, is full of agriculture and trade, just like it used to be, an area with development potential, a prosperous area, and with honest and hardworking people, who seem to have left their mark on these lands with their work over the years.
Therefore, in a process that began in January 2020 and ended on April 23, 2021, with broad citizen involvement, we finalized the name change to create a brand for our local economy and a dignified representation of the area, to elevate the name of the Albanian-speaking community.
This entire process went through the stages set out in the law, which requires a reorganization without changing borders.
This process proved once again that the will of this community to emerge from the 2015 reform is to stay together as a whole unit, that they are bound by history, tradition, and economic potential.
Why did the Assembly approve this initiative and change the name of the Municipality with Law No. 34/2015???
Why did he do it when this local unit was going to be dissolved???!!!. Don't our politicians have a clear idea of what will happen tomorrow???!!!,
How uncertain and unpredictable is the future in this country???
Without further ado, there are clear examples from antiquity that where there are clear and long-lasting laws, there is sustainable development and a strong state (Lycurgus' reform lasted 500 years).
10 years to judge a territorial reform is very little. Even more so when the analysis made for the territorial reorganization sent to the Assembly has not been made available to us so that our staff could have the opportunity to get to know it and make objections, suggestions, and to get the best out of the whole process without prejudging the result.
It is unclear how the conclusion was reached that the Municipality of Dimal, Polican, Divjakë or any other would be better under the administration of another local unit?
How will the Municipality of Dimal be better than Berat, when the Municipality of Dimal turns out to have an average ratio of investments made from its own budget to the total actual budget, in these 10 years from 33% to 38% of the total budget??, while the Municipality of Berat only 18%?.
Given the different profiles of these municipalities, it is unclear how this new unit that will emerge from the reorganization will operate best, when the value of investments made in the village by
The Dimal Municipality accounts for 54% of the total investments made by the latter and 46% in the city.
???!!!. So this municipality has made a fair division everywhere in the territory, giving the weight that belongs to the village. The question arises, will the new local unit give the same weight to the rural area?
How will the Municipality of Berat be more efficient when the Municipality of Dimal turns out to have a lower number of employees per 1,000 residents??!
A local unit that managed to generate 5 times more revenue during its existence, while also making it possible for this revenue to be returned to the citizen, in capital investments and services, and not mismanaging it solely in salary expenses, why should it be dissolved???
As the head of the institution, I have no idea what the experts' analysis of this reform is based on, as it has not been made available to us, but in any case, maintaining different standards for municipalities with the same profile or demographics completely undermines the quality of the act produced by them.
An administrative organization is a living being, this is also cited in legal provisions, therefore I think that any change should be well thought out, argued based on universally accepted criteria, and come from a comprehensive and transparent process.
In my opinion, no municipality should be merged. I have maintained my position on the reform with the territorial reform commission, and I have even gone further by saying that where the people themselves are the initiators of secessions from a local unit, the possibility of creating a new additional local unit can be reconsidered, but only as a need arising from the communities.
I still don't have an answer today, why the representatives of the Socialist Party to the Special Parliamentary Commission for the Administrative-Territorial Reform in the Republic of Albania, propose to suddenly merge a Municipality with a local economy, a municipality that in the 2025 census results in a population increase different from many others??? Why choose to merge a municipality that has the lowest rate of decrease in the number of students in the region???, Why choose to merge a municipality that has almost ½ of its actual budget from revenues???? Why choose a municipality that generates 50 million euros in agricultural exports per year, and not return to the latter its share from the distribution of taxes generated by the introduction of this value into the economy???? Why choose to merge a municipality with identity, and history, etc., etc.
The lack of clear criteria, the flaws in the process, and the disregard for respecting the citizen voice make this proposal invalid.
Finally,
DIMALI MUST CONTINUE TO BE A LOCAL UNIT IN ITS OWN!
Opposition to the new administrative-territorial reform has come from several municipalities in the country. The mayor of Selenica, Nertil Bellaj, has opposed the merger with the Municipality of Vlora, calling the statement that the residents of the area themselves requested this change untrue. Patosi has also expressed opposition to the merger with Fier, while the head of the Municipal Council has requested that the will of the citizens be heard before any decision. Meanwhile, the mayor of Fushë-Arrëz, Hil Curri, has called the SP proposal one-sided and warned of protests, arguing that the merger of the municipality conflicts with European standards for the provision of services to citizens.
