John Ratcliffe traveled unannounced to Moscow to convey the message to the Kremlin that Ukraine would not surrender all of Donbas. According to The Washington Post, the effort did not soften the Russian stance.

CIA Director John Ratcliffe recently made an unannounced visit to Moscow in an attempt to persuade the Russian leadership to make concessions on Ukraine, but the mission failed to change Vladimir Putin's stance, the Washington Post reports.

According to the Washington Post, Ratcliffe aimed to convey the message to the Russian intelligence leadership that Moscow's position was weak and that further escalation would only worsen its situation.

But after meetings in the Russian capital, the CIA director concluded that his warnings had been heeded, without succeeding in breaking the deadlock.

The visit, according to an interpretation cited by the WP, was seen as "an attempt to convince Putin to stop the war, while Putin read this as weakness."

One of Ratcliffe’s main messages was that, if the Kremlin expects Ukraine to completely hand over Donbass, “it’s simply not going to happen.” He also argued that continuing the war is not in Moscow’s interest.

According to sources cited by the American newspaper, the Trump administration has chosen FSB director Alexander Bortnikov as the main contact for the talks. Bortnikov is considered an influential member of Putin's inner circle and has previously been involved in prisoner swaps.

However, Ratcliffe's assessment of the situation turned out to be very different from Putin's. After the CIA director's visit, Russia intensified attacks on Kiev, killing at least nine people in four days and damaging the main building of Ukraine's Security Service for the first time.

A source close to the Russian diplomatic corps said the attacks were intended to send the message to Washington that "Russia is continuing its offensive operation and sees no reason to make its position more flexible."

According to the report, the Kremlin continues to believe that time is working in its favor, despite domestic economic problems. A business source said that “Putin hopes that time is on his side,” arguing that Moscow believes it can afford to continue the war for several more months.

Meanwhile, US President Donald Trump's special envoys, Steve Witkoff and Jared Kushner, are expected to travel first to Moscow for talks on September 5 and then arrive in Kiev on Sunday, September 6.
