US Senator Bernie Sanders has proposed a permanent ban on the development of Artificial Superintelligence, also calling for an immediate pause in the development of advanced Artificial Intelligence systems.

Sanders, an independent senator from Vermont, made the call on Thursday, arguing that the rapid development of Artificial Intelligence technology is creating risks that could spiral out of human control.

In a letter to the CEOs of three of the leading artificial intelligence companies in the US, Sanders said that the capabilities of these artificial intelligence models have reached a critical threshold of risk and that the companies are losing control over the technology.

“Mr. Altman, Mr. Amodei, and Mr. Zuckerberg: For the sake of humanity, keep your word. Stop the development of artificial intelligence,” Sanders’ letter, first reported by Axios, read. “It’s not too late to avert disaster. Stop building machines that humans can’t control.”

"The future of humanity cannot be left in the hands of a handful of Big Tech oligarchs," Sanders declared, calling for governments and citizens to have a decisive role in determining the future of this technology.

According to his proposal, the US government should cooperate with other countries to prevent the development of Superintelligence on a global level.

Sanders defines it as an "artificial mind smarter than any human," capable of acting independently and potentially beyond human control.

Loss of control warnings

Sanders also linked his initiative to recent concerns about the security of advanced AI agents. According to him, the fact that executives at major technology companies have acknowledged that their systems may be increasingly difficult to control should serve as a wake-up call.

The initiative comes at a time when US technology companies are introducing increasingly powerful artificial intelligence models. On the same day, OpenAI introduced its newest model, Astra, which the company's president, Greg Brockman, said could be powerful enough to be considered artificial general intelligence (AGI).

However, AGI and Superintelligence are not the same thing. AGI refers to a system with general capabilities comparable to or greater than those of humans, while Superintelligence implies a level of intelligence that far surpasses humans.

A growing political debate

Sanders' proposal places him at the center of a growing political debate over the limits that should be placed on the development of AI.

Supporters of the more aggressive approach warn that AI far more advanced than humans could pose existential risks. Critics, on the other hand, argue that the focus should be on the concrete harms AI is causing today, such as job losses, misuse of technology, and the impact on the economy and society.

Sanders' bill is also supported by Democratic Congressman Greg Casar, the leader of the Progressive Caucus in Congress. However, at the time of the announcement, the full text of the bill had not been made public and it remains unclear how much support it will have in Congress.

Even if the initiative is not approved, the proposal shows that the debate in the US on Artificial Intelligence is moving from the question of how AI should be regulated to a much more fundamental question: should the development of systems that can surpass human intelligence be allowed at all?
