A few months ago, the government approved the technical rules "On elevators, safety components and the definition of the list of harmonized standards" aiming in this case to approximate the regulatory framework with the requirements of the European Union directive.

The most recent case was the one that happened last night in the building of the Internal Medicine Emergency at QSUT where a patient was seriously injured as well as the employee who was holding the stretcher as a result of the fall of the elevator.

QSUT contracts a private company for the maintenance of elevators and in this case the company "Sulollari Klima" was responsible, which a few months ago had received a tender worth 24 million ALL with VAT to perform this service, writes Abc. "Sulollari Klima" is a company specialized in air conditioners, but it seems that they have felt capable of maintaining the floor, leading to a serious accident last night.

Policia ka marrë në pyetje infermieret e turnit, të cilat kanë theksuar se ashensori kishte patur probleme edhe më herët, por nuk ishin përballuar me një situatë të tillë. Ato janë shprehur para policëve se shpesh ashensori ngecte mes kateve apo nuk funksiononte shpesh.

Ndërkohë që ka shoqëruar në ambientet e komisariatit nr.4 teknikun e Sulollari Klima”, përgjegjës për mirëmbajtjen e ashensorit, pritet që policia të marrë në pyetje edhe Ardian Sulollarin, pronarin e kompanisë në fjalë.

Rregullat për mirëmbajtjen e ashensorit:

Përcaktimi i më i saktë e detyrimeve të prodhuesit, instaluesit, institucioneve mbikëqyrëse të tregut apo edhe kërkesave bazë për sigurinë janë disa nga çështjet që trajton rregullorja e re. Së pari lidhur me prodhuesin dhe instaluesin e ashensorit kërkohet që të mbahen dokumentet për të afat minimal prej 10 vitesh.

Instaluesi gjithashtu duhet të vendosë në ashensor të gjitha detajet tregtare të tij si dhe të regjistrojë në një regjistër të veçantë ankesat.

“Instaluesi mban dokumentacionin teknik, deklaratën EU të konformitetit dhe, sipas rastit, vendimin/et e miratimit për 10 vjet mbasi ashensori është vendosur në treg.

Kur shikohet e përshtatshme lidhur me risqe të paraqitura në një ashensor, instaluesi, për të mbrojtur shëndetin dhe sigurinë e konsumatorëve, heton dhe, nëse është e nevojshme, mban një regjistër të ankesave dhe mospërputhjeve të ashensorit.

Instaluesi siguron që në ashensor të jetë vendosur tipi, partia ose numri serial ose elemente të tjera që lejojnë identifikimin e tyre. Instaluesi tregon në ashensor emrin e tij, emrin tregtar të regjistruar dhe adresën postare ku ai mund të kontaktohet. Adresa tregon një pikë të vetme ku instaluesi mund të kontaktohet. Detajet e kontaktit të jenë në shqip” thuhet në rregulloren e re.

The main body that will oversee the activities related to the elevators is the State Market Surveillance Inspectorate. If the latter finds that an elevator does not meet the appropriate parameters and standards, it notifies the party that made the installation to take measures and if it finds objection from the latter then the ban passes to other instances.

"The responsible market surveillance structure (hereinafter, ISMT) takes all necessary measures to ensure that elevators covered by this technical rule can be placed on the market and in service only if they are in accordance with this technical rule, when are installed, maintained and used within their intended purpose, ”the regulation states.

The latter also includes a series of annexes detailing case-by-case procedures and standards.
