The Parliament of Albania announces the vacancies for 6 members of the High Judicial Council and the High Prosecution Council, whose mandate ends in December 2023.

In the announcement published on the official website of the Assembly, it is learned that the procedures have been announced and started to fill 2 vacant positions from the ranks of lawyers and one from the civil society organizations in the KLJ, as well as 2 vacant positions from the ranks of lawyers and 1 from the civil society organizations in the KLP.

Those interested in running and who meet the conditions provided for in the relevant legislation, must express their interest through a written request addressed to the People's Advocate by August 5, 2023.

According to the provisions of Article 54 of Law No. 115/2016 "On governing bodies of the justice system" as amended, candidates must meet the following conditions: 

a) to be Albanian citizens;  

b) have completed the second cycle of university studies in law with a "Master of Science" degree, or a degree unified with it, or university studies in law abroad and have received a unified diploma, according to the rules for the unification of degrees, provided by law;  

c) have at least 15 years of work experience as a lawyer;  

d) have a prominent social profile, high moral integrity and high professional training in the field of justice and human rights;  

e) at the time of candidacy, be employed or engaged for at least 5 years, full-time or part-time without interruption, in a civil society organization for fields related to the justice system or human rights;  

f) at the time of candidacy, have not actively practiced the profession of lawyer for at least 2 years, with the exception of those engaged in organizations or clinics that offer free legal aid or for the organization's function;  

g) not to be candidates proposed by the bar or the faculty of law faculties;  

h) have not been previously convicted by a final court decision for committing a criminal offense;  

i) have not held political functions in the public administration or leadership positions in political parties, during the last 10 years before running for office;  

j) not to have been members, collaborators or favored members of the former State Security before July 2, 1991 in the sense of the law "On the right to information about the documents of the former State Security of the People's Socialist Republic of Albania";  

k) not to be collaborators, informers or agents of intelligence services; 

At the time of candidacy, they must not have any family members, according to the meaning of the law "On declaration and control of assets, financial obligations of elected officials and some public servants", as well as first-degree relatives who are incumbent members of the Council or candidates for membership.
