A huge concrete monster, which starts as a structure and then branches out in several directions, will be erected in one of the most densely populated coastal areas not only in Albania or the Balkans, but also in Europe. The area of Plazhit, Mali i Robi, Golem and Qerret is turning into a huge concrete massif, where even the few low buildings are being demolished to make way for wide and tall structures, like the case we are dealing with in this investigation.
Documents researched by Vox News initially shed light on a clan in the city of Durrës, where despite the fact that the former mayor of that city, Vangjush Dako, does not hold any office, he has managed to enrich not only his family, but also those around him, with connections all the way up to the top of the government. The intercepts of a criminal file of the Special Prosecution Office were published in the media, where Dako also had contacts with exponents with serious criminal precedents, but which was later justified as "being in the context of elections and politics."
Meanwhile, in recent weeks, the government has uncovered another permit where it is suspected that the family of Vangjush Dako, or his brothers, who have a large concrete empire in that city, are again hiding. The next project comes from the area of Mali i Robi, where in the photos of the model that the government has published, a huge building will be built, up to 18 floors high and very wide.
According to documents researched by Vox News, the government has granted permission for a 9, 13, 14 and 18-story building on Mali i Robi. According to the documents, “the facility is located on 'Bulevardi Pishat e Buta' street near Mali i Robi, in Golem.”
It is further cited that the area is presented as a developed space with a tourist and services character, where the presence of buildings built mainly after the '90s and a continuously growing urban development is noted.
"The typology of hotel constructions, residences, bars, restaurants and commercial activities dominates," the documents state.
The permit states that the builder of this large concrete mass will be the company “Royal G Max” shpk, a company founded in 2023 and owned by Arkenad Gripshin. The latter has another company in the city of Durrës, called “Kristi Konstruksion”. During the earthquake, irregularities in the construction of the buildings of this company, which received concrete from the company “3D”, owned by Edmond Dako, Vangjush Dako’s brother, came to light.

It is learned that Arkenad Gripshi and Edmond Dako were partners in a building in the Shkëmbi i Kavajës area, while the media have also brought to light a lawsuit filed in 2017 by Arekadi and Edmondi, suing the municipality for the disclosure of a building permit. It is precisely these connections that have greatly strengthened Gripshi in that area, where he obtains permits with the help of the Dako family, and the latter provides the concrete.
Vox News has reviewed the documents of this building permit, which shows that the property has a total area of 3307 square meters and the territory is characterized by a flat relief. Within the property there is an existing 4-story building that will be demolished.
"The hotel is conceived as a contemporary structure with 9, 13, 14 and 18 floors above ground. The volumetric solution is based on the combination of clean and dynamic volumes, which create an identifying silhouette and a harmonious relationship with the coastline."

But, a casino will also be built in that building.
"Parking spaces are planned on the underground floors -4 and -3. Floor -2 is organized as an entertainment and social activities area, where the conference hall and casino are located ," the document states.
