The Integrated Health Services Operator, an institution established to manage several health services, has openly admitted that hemodialysis would be openly stolen after the concessions ended. The change of minister and then of OSHISH has led to the reduction of tenders from 50 million euros to only 4 million euros.

The suspicions are that the previous tender was a big affair that was being cooked up in these institutions of ours, where the money would be channeled back to the same firm that previously had the concession. It is about Diaverum, a firm registered in Sweden, where it is suspected that businessman Klodjan Allajbeu, who runs the American Hospital in Albania, was behind it.

According to documents researched by Vox News, OSHISH has opened several procedures for hemodialysis. The first tender is for "purchase of medical materials and sets for the hemodialysis process, divided into lots."

The value is 345 million lekë, while non-chemical and hematological consumable medical materials are required. Consumable medical materials are also required.

The second procedure is “purchase of drugs for the hemodialysis process divided into lots”. The limit fund is 18.9 million lekë. If we collect these amounts, the value goes to a full 4 million euros. The second tender requires medical products for functional gastrointestinal disorders, antidiarrheals, anti-inflammatory / anti-infective intestinal agents.

Mineral integrators, blood substitutes and perfusion solutions, as well as medical products for the digestive tract and metabolism, are also required.

Facsimile: Announcement of the cancellation of the first 50 million euro tender

A few days ago, the same operator that announced the last tenders, canceled the previous tender for the provision of hemodialysis services in 5 (five) hemodialysis centers, established in the hospitals of Shkodër, Lezhë, Korçë, Vlorë and Elbasan, 48-month Framework Agreement.

The tender value was 4,591,430,480 lekë, or about 50 million euros. Initially, the winner was the company Diaverum, while later OSHISH canceled it with the justification that “no suitable bid was submitted in the single-stage procedures and it finds that the tender documents contain significant errors or deficiencies”.
