A few days ago, the Vox News editorial team published an investigation into a building permit, granted in the middle of an existing neighborhood in the area of ​​the former Bus Park, where the beneficiary was the partner of Lul Basha's father-in-law. In the documents that Vox News researched, it turned out that the building would be built 12 floors above ground and 2 floors underground, while the permit granted by the government has recently been revealed.

Meanwhile, the editorial office of Vox News has received other very suspicious information about the granting of this permit, which shows that the builder or those who signed the permit have committed another fraud. In the area where the project will be developed, the local plan of the Municipality of Tirana foresees constructions of up to 8 floors, while the permit approved by the government is a full 12 floors!

But how did they get 4 additional floors?! In documents that Vox News has researched, the builder Sharxhi has committed a fraud for the KKT or even the government, by reducing the footprint of the first floor. Local plans provide that, if a builder reduces the construction coefficient, for example from 60% of the surface area to 30% of the surface area, he can raise it in height, to supposedly "compensate" for the meters that serve the city.

The building permit also includes a model of the tower. It is quite clear to the naked eye that the builder has a small footprint for the first floor, while the upper floors have been expanded. But this is a "trick" to raise it in height, as it has been justified that the footprint it will occupy on the ground is of a small coefficient, while the upper floors are expanded.

"The plot is 1106 square meters and according to the PPV of the Municipality of Tirana, which is an official document in this area, in TR227 only 8-story and 26-meter-high buildings with a ground floor footprint of 45% and a projection of the largest floor of 55% of the plot are allowed. According to the PPV, if the builder wins the 30% bonus, a maximum of 11 floors can be increased with the condition that the ground floor footprint is minus 6% for each floor above 8 floors ," says a government source about this permit.

According to the complainants, KKT has invented a trick that can be called stupid but rather dirty.

"They make the ground floor half, only with columns, and the space with columns is not counted in the footprint. This rule is followed with many reservations and only for extreme cases in the centers of large cities, in some places, and mainly when a sidewalk needs to be preserved or a sidewalk needs to be expanded ," the same sources claim.

With this bold and brazen "style", all of Tirana could be filled 100% with construction, by doing this stunt, where supposedly the first floor will become a flowerbed above the underground parking lot and under the floors above.

"Here they have called half of the footprint an arcade and recreational space with trees, above the parking lot and below the first floor lot," the source continues.

With this fraud, the builder has added floors and doubled the surface area of ​​the floors above, while the calculations show that 5,776 square meters will actually be built above ground instead of 3,960 square meters. So, the difference in intensity alone is a full 1,816 square meters, meters that the firm advertised for 2,200 euros (4 million euros).

"The government, in addition to bringing in an illegal profit of 4 million euros, has narrowed the distances with the adjacent buildings, because it calls the footprint small and not the giant facade with a projection of 540 m 2," the sources claim.

It is learned that in that sub-unit no. 5 of the TR227 zone, a public garden was planned, and the law gives priority to it. And, without the construction or finding of the area for the garden, the law prohibits any development.
