The Albanian state continues to spend millions of euros without any competition and in a very predetermined manner for the operation of two karakatins located in the Triport area in Vlora, named Tec Lundrues, which arrived several years ago and which have cost a mountain of money.

Within a short time, the Albanian Power Corporation has opened several tenders worth tens of millions of euros for maintenance and fuel transportation, while the way the papers are made is very questionable.

Vox News warned a few weeks ago that the new director of KESH, Viola Haxhiademi, would give the company Petrolofera an amount of over 5 million euros without any competition, with the famous "negotiation" procedure. This is not about a real tender, but about Viola's skills to negotiate with the firms operating in the market, sending them an invitation to bid and then trying to lower the value of the tender.

The figures have seriously betrayed Viola, so much so that the reduction in value has been very minimal, very negligible. The limit fund of the procedure was 493,960,000 lek. The value offered by the winning company was 493,699,040 lek, or 99.95% of the limit fund.

In this procedure, Viola was able to reduce the figure by only 260,960 new lek. Does she have enough skills to negotiate and give her the entire amount agreed upon? The procedure seems completely in favor of Petrolifera, which within a short time, since the moment the rusty scuttlebutts were placed in that place, has received tens of millions of euros.

The tender has a contract object of “storage and loading and unloading of fuel for the Floating Power Plant, Vlora” with a duration of 19 months, while surprisingly the criterion was “the most economically advantageous offer based on price”. “LA PETROLIFERA ITALO ALBANESE” offered 5,297,200 euros.

A few weeks ago, the editorial staff of Vox News published an investigation titled " Viola Haxhiademi of KESH gives 5.4 million euros to Petrolifera without competition for fuel for the "Tigers" in Vlora" .

"Viola Haxhiademi can, with just one stroke of the pen, give the Petrolifera company a sum of 5.4 million euros. This is not a new tender, but a negotiation between Viola and the directors of the private company ," our editorial staff denounced.

The same document stated that the type of procedure was "with negotiation, without notice", which means that Viola Haxhiademi would negotiate with private firms for this job, without conducting a formal competition, but rather one that was written down on paper.

"The documents do not specify which company Viola negotiated with, while all indications point to Petrolifera, which won the tender for the same object in 2023, worth 7.2 million euros. Even at that time, the procedure was carried out through direct negotiation," the investigation continued, where a few weeks later Viola signed the winner's announcement.
