Vox News warned a few months ago that the tender for cleaning the coastal areas would be awarded to the company "Fusha", which has won the same procedures in the past. After an ordeal that lasted several months and when we are in the last weeks of the tourist season, the Centralized Purchasing Operator has announced the winner of the tender, which resulted in the company "Fusha".

Our editorial team has analyzed the tender documents, which shows that all efforts were made by both the contracting authority and the participating firms to ensure that the “Fusha” company won the procedure. What is suspicious is the fact that the procedure dragged on for months, with the issue even going to the Public Procurement Commission, but when the complaint was expected to be reviewed, the complainant surprisingly withdrew, even though it was the firm that had offered the least.

It seems that all the documents were "sewn" for the winning firm, since out of 4 firms in the competition, 3 were disqualified, which means that the Vox News warning was real, a file worthy of the Special Prosecutor's Office. The case has many questions that deserve a thorough verification or investigation; how did the 'Fusha' firm win all the tenders for cleaning coastal areas and oligarchs' resorts, who favors it, why were the others disqualified and why did the company "Pastrime Silvio" withdraw from the complaint?

In recent days, although we are in the last weeks of the summer season, the Centralized Purchasing Operator has announced the winner of the coastal zone cleaning procedure. The object of the procedure was the “coastal zone cleaning service for the Municipalities of Rrogozhina, Divjaka, Fier, Vlora, Himara and Saranda”, with a limit fund of 99.3 million lek, or over 1 million euros, a tender that was to be implemented in only 93 days!

Being announced in mid-August, will it continue for 93 days in a row? The cleaning was supposed to be done in mid-June and finished in mid-September, but at this rate, it is not known how the contract will be implemented. “Pastrime Silvio” & “RADA OIL INDUSTRY” participated in the procedure with a value of 77 million lek, “Fusha” with a value of 97.9 million lek, “REJ” with a value of 98.5 million and “ALKO IMPEX” with 99.3 million. Then the “scissors” operation began, disqualifying 3 out of 4 firms, qualifying only the bid of the “Fusha” firm, which was declared the winner.

Vox News has learned that one of the companies that was disqualified, namely BOE “Pastrime Silvio” & “RADA OIL INDUSTRY”, appealed the OBP's decision to the Public Procurement Commission. And here begins the very suspicious ordeal, dragging out the decision and in the end, the company that complained, withdrew.

The final decision was given on August 3, 2026 by the KPP, while the appeal had been filed in June. The firms that withdrew sent a letter to the KPP on July 3, while the KPP requested a new letter to be convinced. The firm "Pastrime Silvio" sent a letter to the KPP on July 28, requesting to withdraw the appeal.

In April of this year, Vox News published an investigation titled " The predetermined tender for 2.1 million euros opens - Will the company 'Fusha' continue to clean the oligarchs' resorts with Albanians' money?" At that time, our editorial team analyzed numerous documents, which resulted in the fact that for four years, poor Albanians have been paying twice to clean the oligarchs' resorts, or the villas where businessmen or politicians live, in coastal areas, starting from Velipoja and ending in Ksamil.

"With the excuse that they are removing garbage from the beaches, or for a clean territory in the summer season, the government is allocating millions of euros and has also determined the areas that will be cleaned. This time, the tender has a value of around 2.1 million euros, while in the past the procedure has been for less money, but the winner has always been the same, the company 'Fusha'. It seems that 'similar works' or other criteria that have been set have made the company owned by Shkëlqim Fusha the winner," was the warning from our editorial team.

It continued that, "data researched by Vox News shows that, this year too, at least 1 out of 2 lots, and mainly the lot that foresees the cleaning of the southern area, is expected to be won by the same company, namely 'Fusha'". Being a closed market and with very large influences from those who have built the resorts, no surprises are expected this year either. But if the winner is known, why are tenders opened and endless letters are made, with criteria or even with other data?
