A company investigated several times for forgery and fraud, and its owner has even tried handcuffs and detention cells, continues to easily win public tenders, even with strong suspicions that the procedures were predetermined. Vox News has researched dozens of documents, tender procedures, company decision-making, investigative and notarial acts, which show that the detainee of 2021, Sokol Topçiu, with his extremely powerful connections, is continuing to receive public money again, which has always been channeled into his bank accounts and the companies he owns.

The documents specify that Topçiu owned the firm "Farma Net", a company that was investigated by law enforcement agencies for fraudulently winning secret COVID tenders, and the administrator himself was even detained for smuggling, or was also investigated because of "snake venom", a drug that was not registered in Albania, but the Ministry of Health purchased it through tenders predetermined by Sokol Topçiu. After these major "taints", the owner of this firm, Sokol Topçiu, changed the name of the firm from "Farma Net" to "Vitanet Albania", with the same headquarters and the same activity, pharmaceutical warehouse.

But time has not "healed the wounds" suffered, as the same individual, now with the new company name, continues to easily win the tender for the "ink" used in elections, a highly controversial procedure, especially since during a previous election there were serious accusations that the ink was easily removed from fingers. However, the Central Election Commission has continued to do the same procedure, giving the 2026 procedure to the same name, Sokol Topçiu, but with a different company name.

According to documents researched by Vox News, on August 20, 2026, the Central Election Commission again announced Topçi's company, called "Vitanet Albania", as the winner of the procurement procedure with the object of "purchase of stamping ink for the electoral process, MK 24 months".

The tender seems to have been formal, as only Vitanet submitted a bid in this procedure, worth 16,492,000 lek, or if we convert it, the amount amounts to 178 thousand euros.

But who is hiding behind this changed name?! Vox News has analyzed documents from the National Business Center, which show that in 2025 the company's name changed from "Farma Net" to "Vitanet Albania".

"Today, in Tirana, on May 31, 2025, at its headquarters, at 'Siri Kodra Street, 2-story building, a registered entity with the Central Tax Registry and with the Large Taxpayers Directorate, the Ordinary Assembly of Partners of the company 'Farma Net Albania' was convened, according to the regularly made announcement, regarding the change of the company's name, trade name and data voluntarily declared in the Central Tax Registry extract," this document states.

According to him, the meeting was attended by the company's partner Sokol Topçiu, owner of 100% of the share capital, who decided to change the company's name from the current 'Farma Net Albania' to the new name 'Vitanet Albania'. "The meeting was closed with the full approval of the partner, and this decision enters into force immediately," the document states.

According to data researched by Vox News, Sokol Topçiu's new company, "Vitanet Albania" has been one of the firms that has circulated millions of euros, public money or even money coming from the private sector, since it operates both in pharmacies and in pharmaceutical warehouses. A few days ago, the same firm published its balance sheet for 2025 in the Central Bank, where in the end it turns out that it has come out with a profit of 46,272,443 lek, or about 500 thousand euros. "The profit of 2025 will be destined, will be used for investments ," these documents state.

It seems that, in our small Albania, the same individuals who are caught with serious violations, with consequences for the state budget, or to the detriment of the consumer, will continue to circulate millions of euros, even a good part of them from the taxpayers' own money. The same owner who recently easily won the CEC tender was arrested in 2021, after the prosecution had uncovered a drug smuggling network.

Sokol Topçiu appears as the name that has won several secret tenders during the COVID era, and it was even hinted that he had strong ties to former minister Ogerta Manastirliu, who purchased materials from "Farma Net Albania" at a price much higher than the market.
