The three famous concessions in healthcare, granted 10 years ago, whose term has expired and whose papers must be managed by the state itself, are bringing another file worthy of the Special Prosecutor's Office. The Integrated Health Services Operator has taken over hemodialysis, sterilization and basic population control, while even after nationalization, the money procured by this public entity is once again being channeled into the same hands.
It all started with sterilization, where although a good number of former state officials have been indicted, the Operator has again given the tenders to their "friends", who after leaving the concessionaire firm opened companies. Meanwhile, the same situation occurred with hemodialysis, where the firm that managed the service for 10 years and received an amount of around 90 million euros from the state, won the tender of around 50 million euros.
The same state operator, which despite the fluctuations of the change of the Minister of Health, has in its "hands" several tenders for basic population control, opened a few weeks ago. Documents researched by Vox News show that the money is expected to be channeled again to the companies that had the concession, while the total amount tendered so far is a full 18 million euros. The specific requirements of the state itself seem to best suit the company that managed this service, quite debated, given that all state structures were put at the service of the private sector.

A few days ago, the Integrated Health Services Operator opened a tender of 18 million euros for the "purchase of kits, reagents and auxiliary medical materials within the framework of the basic medical control program", divided into lots.
Kits or reagents for Abbot, Roche Diagnostic, Sysmex manufacturing equipment or even diagnostic tests for the determination of occult blood are required. The purchase of medical materials for the basic program is also required. The limit fund of the procedure is 1,635,852,309 lekë, or if we convert it into euros, the amount goes to plt 18 million euros. The documents state that the deadline for submitting and opening bids is September 28, 2026, at 2:00 p.m.

For almost a decade, the company "3p Life", owned by businesswoman Vilma Nushi, received an amount of about 100 million euros from the state for basic population control, or as it was otherwise known, check up. The company was supposed to leave behind medical laboratories in many cities in Albania, while after nationalization, this service was taken over by the Integrated Health Services Operator.
In the last tender, this Operator has set several criteria that are completely suited to the concessionaire company. One of the criteria is "economic and financial capacity".
"To prove that economic operators have the necessary economic and financial capacity to implement the contract, they must submit proof of annual turnover for the financial years (2023, 2024, 2025), where the turnover value for at least one of the years of the required period must be no less than 40% of the value of the limit fund for each of the lots being competed for/the sum of the lots being competed for," the documents state.
If we look at the lots, they are kits and reagents for the equipment that the concessionaire company had in use and had the right to use.
How can other companies have annual turnover with these devices?!
The other criterion is "technical capacity".
"The economic operator must submit evidence of previous similar supplies carried out during the last 3 (three) years from the date of publication of the contract notice, in a value not less than 20% of the value of the limit fund for each of the lots being competed for/the sum of the lots for which it is competing," the documents state.
Again the same situation that seems to "exclude" other firms.
Finally, the state institution writes that "the economic operator must present an authorization for the trade of medical devices, issued by the Ministry of Health and Social Protection."
Does this authorization only apply to concessionaires?!
