Powerful businessmen, those with connections in politics but also with other exponents, some of whom are also criminals, have taken over the coastal areas, starting from Palasa to Ksamil. The conflict of a few days ago between two businessmen over a large property in Palasa is only the tip of the iceberg, as with highly questionable decisions by state institutions, including local government, the Cadastre or the Territorial Development Agency, the most beautiful areas of Albania are being alienated.

Vox News has been reporting on the masquerade that is happening to Llamani Bay, an area that was protected until a few years ago, but was left out in a very suspicious way by the former Minister of Environment, Mirela Kumbaro, where only after this decision were several major projects approved in a hurry. At the head of the whole scheme is businessman Arben Muçobega, who seems to have privatized the entire area, not just Llamani Bay.

Although he received a huge permit for 101,200 m2 on the hill next to Llamani Bay, he still wasn't "satisfied" and persistently requested the next project, called "Concave". The government has issued the construction permit, while imposing several conditions on the property. But, given the conflict in Palasa, how did Arben Muçobega get the land ownership certificate? How did the owner of the cliff by the sea come to be?

Document: Construction permit for the hotel in Llamani Bay

According to documents available to Vox News, a few weeks ago the government signed the approval of the construction permit for the facility "The Concave", a 3 and 4-story hotel facility with 2-5 underground floors and swimming pools", located in Llaman, Himara Municipality. "The construction permit document is given to the applicant only after completing the technical-legal documentation and paying the infrastructure impact tax on behalf of the Himara Municipality," the documents state.

But how did Arben Muçobega 'privatize' the entire Llaman Bay?!

According to the documents contained in the approval of the building permit, it is learned that the builder is the development company "Bega-07". " The project is located in Llaman and is composed of 2 properties located in the cadastral zone 1952. The 800 m² plot is owned by Arben Mucobega, with No. Pas. 385/4. And the 2853 m² plot is owned by Arben Mucobega, with No. Pas. 385/7/2", the documents state.

According to her, due to its proximity to the center, the long-standing character of the area, as a residential and tourism area, this area remains one of the most sought-after areas in Himara. "The construction site has an area of about 3653 m² and is oriented North-South with a difference in level of about 16 m and from west to east with a difference in level of 5 m. The surrounding buildings are mainly low up to 1 floor with a service function," the documents state.

The AZHT writes in the documents that Llamani beach is located between steep forested hills and rocky cliffs. “The beach itself is relatively small and narrow, with pebbles and gravel, but the surrounding terrain is quite varied. The terrain rises sharply behind the beach, creating a natural amphitheater of hills that protect the area from strong winds,” the documents say.

It is further specified that the beach can be reached via a narrow road that descends from the main coastal road that connects Himara with the southern part of Albania. “This road is somewhat rugged and can be challenging, especially during bad weather, but it is passable for vehicles,” the permit states.

The permit specifies that the area of the land occupied by the structure (ground floor) is 1509 m², for a total construction area of 4587.7 m² above ground, which corresponds to a utilization coefficient of 41.3%. "In this square, it is intended to create 1 building with accommodation function, hotel and swimming pool for the accommodated persons. The building with hotel function and services will have a concave shape according to the terrain at a height of 3 and 4 floors. The building will have its own distinctive character and main location, blending seamlessly with the surrounding environment through an authentic design. It will offer a comprehensive experience that highlights the beauty and culture of the area," the document continues.

It is further written that the project extends over 6 levels, where levels -2 and -1 will be completely underground with a parking function (total 101 parking spaces) and auxiliary facilities for the hotel. "Level 0 is a diverse level in terms of functions. It houses a restaurant, bar, the restaurant's kitchen, staff facilities and 12 hotel rooms. This floor has ample veranda spaces, green areas, picnic areas, etc.," says the construction firm. It is learned that the entrance to the hotel is located one level above the ground floor due to the uneven terrain.

"To imitate the quiet and private nature of the area, the facility will be treated in two arch-shaped buildings that hug the bay and at the same time merge with the surrounding nature. The main facade is oriented towards the sea and will have a regular rhythm of placing the lodges," the document continues. It is further added that the facade cladding is intended to be covered with stone tiles, thus making it a characteristic Mediterranean contemporary construction.

Document: Bega 07's permit for the 101 thousand square meter project in Llamani Bay

A few months ago, Vox News exclusively published documents of a highly dubious permit granted by the government for the concreting of Llamani Bay in Himara, where the construction company was Bega 07, owned by Arben Muçobega.

"With extremely suspicious actions and documents, given that the area is entirely rocky, they have managed to convince the government and especially former Minister of the Environment Mirela Kumbaro, who has also signed the development permit ," our editorial team would denounce.

It is learned that for many years, businessman Arben Muçobega has continued to exploit the entire Llaman Bay, building luxurious bars and restaurants, in one of the most beautiful bays of the Ionian Sea, between Himara and Porto Palermo. Muçobega has repeatedly obtained permits for the use of the beach, while he has also published projects that transform the entire Llaman area into a personal resort, without any access to the sea for ordinary citizens.

Meanwhile, alongside this project, Muçobega also set his sights on the hill next to Llamani Bay. It is a rocky hill, which normally should not have an owner since it is unusable and completely in close proximity and with a steep slope towards the Ionian Sea. But, as in any beautiful place, perhaps that rocky area has also turned out to be the owner's "grandfather's breadbasket". The entire area has an area of 101,200 square meters.
