The Mayor of Kamza, Rakip Suli, from a hardened socialist is turning into a specialist, especially with zero-sum tenders, taking tens of millions of euros from the budget to give to several companies with which he has been working for years. With the support of the leaders of the Socialist Party, of course, also starting from the fat budget, Kipja is slowly turning into a robber, using schemes known to specialists. 

Vox News has researched new and old documents on the relocation of Kamza Stadium from the city center to Valias, to pave the way for the construction of the new municipality building there. On the other hand, Kipja initially made a tender for the construction of the stadium, with a considerable value, and when the stadium was supposed to open, he made a new tender. 

This time, it aimed to build a sports annex, while also adding a road to the budget. However, the scheme is very well known, as the same firm that received several million euros in 2024 was declared the winner in 2026. Is it a coincidence? Or maybe Kipja thought to reward him and increase the fund? Or did the money run out and a new tender was created?

In recent days, the Municipality of Kamza has finalized a new tender, where the winner was BOE Shëndelli with 90% of the value of the works and the Totila company with 10% of the value of the works. 

These firms have won the procedure "construction of sports fields + parking and road, Valias", where the value was 63 million lek, while the bid was 40.5 million lek. Out of 11 firms in the competition, 5 were disqualified by Kipja.

The suspicions are that the same firm that won the tender also carried out the works in 2024. Vox News has analyzed the first tender, which results in the Shëndelli firm having about 53% of the works in the BOE that it won two years ago. 

The object of the tender was "construction of the Valias sports field and the construction of the building +
Shkallarët" with a limited fund of 221 million lek and a duration of 6 months. The works have continued beyond the deadline, while the money from the second tender will be used as a "reward".  

In the documents at the time, Shëndelli, Asi - 2A Co and Zdrava offered 204 million lekë, while there was also an offer of 158 million, while some companies did not make an offer.  

Two years ago, the Municipality of Kamza held a tender with the object of "construction of a 1-story underground parking lot, a 3-story municipal building and the rehabilitation of the square". The limit fund was a full 533,886,935 lekë. The municipality building is being built on the field of the old stadium in the center of Kamza, which was demolished to be moved to Valias. 

A pure abuse of Kipe's power, since the existing Kamza Municipality building is too large and has several floors. Perhaps the bloated administration has brought about the need for new capacities, but if there were a study, it would be about how to put people, employees, to work, and not dreams of new offices and stadiums!
