In the spring of 2007, on the eve of the local elections of that year, a businessman would directly accuse the mayor of Tirana, Edi Rama, of demanding 20% to sign construction permits. The serious accusation was made at the time by Hajredin Fratari, a businessman close to the right, whose daughter even ran for MP with the DP, but over time and when the prosecution also entered the “game”, he withdrew the accusations.
Meanwhile, the two characters also “clashed” in 2014, when a year after the SP came to power, businessman Fratari was arrested on charges of illegal construction, accused of building a palace in the Selita area without any permit. Again, the arrest caused reactions from the Democratic Party, which said that Fratari’s arrest came due to “revenge” by Prime Minister Edi Rama.
But the "clash" between Rama and Fratar does not end here, as both of their names appear on a super permit signed by the National Council of Territory and Water, in the Yzberisht area. Documents researched by Vox News shed light on a "collaboration" between Rama and Fratar, the former as the owner of the construction firm and the latter as the head of the KKTU.
According to documents, in recent weeks another permit has been issued for huge concrete blocks in the Yzberisht area, where several ghetto-style "cities" will be built on a very small area.
Vox News has learned that the 19-year-old charges have been thrown in the "trash", as Hajredin Fratari's company will build a "residential complex, services, business center and hotel (Riverway City), with 1, 2, 15-21, 23, 27 floors, with 2 underground floors", located in the Kashar administrative unit, "Pjetër Bogdani" street.
The developer is called the company "FRATARI CONSTRUCTION 1990" owned by the elderly businessman.
"The area under study is located in Kashar, with multifunctional use, located about 4.5 km west of the city center of Tirana, about 200 m from the Tirana-Durrës highway. The plot of approximately 4.5 hectares has an almost quadratic shape defined by roads from all four directions. In the northern orientation, the quadratic of the plot is defined by the Lana River, while in the southern orientation by Yzberisht Boulevard," the document states.

The same documents state that the "Riverway City" project is planned to be implemented over a period of time, which could include the construction of specific infrastructure in the area, hotels, residences, facilities and recreational spaces.
“Riverway City envisions a development that will house approximately 3,500 residents. In other words: it will be a complete city neighborhood that will primarily feature residential units with all the relevant amenities, as well as an expansive hotel structure with approximately 70,000 m² of services, primarily on the ground floor. It is an urban and communicative city neighborhood, where public spaces, the riverside park belt, central city courtyards, neighborhood squares, act as social spaces ,” the documents state.
All of them are witnesses to how the towers of Hajredin Fratari in Lapraka, Yzberisht or in the Paris Municipality have ended. It seems that even the last complex could turn into a real ghetto, since the density of residents will be too high.
