Tan Agolli "rehabilitates" the firm "Bajram N", owned by the former deputy mayor of Elbasan Municipality

Dritan Agolli, the head of the Albanian Development Fund, has been handing out the big "pie" of tenders worth 72 million euros in recent days and weeks, for filling potholes and making interventions in the facades of several cities. There are dozens of companies that have benefited from Agolli's "generosity", while only he knows what will be done.

The letters state that there are several facades to be repaired and painted in several cities in Albania, as it reminds one of the famous urban renaissance, whose paint has faded over time, but which Agolli wants to restore. It seems that those unfinished or poorly done works will be plastered by the ADF itself, with some highly debated tenders.

But who is taking the money that flows "freely" from an institution that has so far been uncontrolled or investigated, which continues to waste in the worst way, while surprisingly the Special Prosecution Office has not yet knocked on that door. Vox News has analyzed a procedure, that of painting several facades in several cities, where a company with a very dubious past emerged as the winner.

On October 8, 2026, the Albanian Development Fund allocated the next amount of money to a consortium of operators, including the company Bajrami N, owned by the former deputy mayor of Elbasan, Anduena Bajrami.

This is a tender with the object of "urban regeneration of housing stock - Phase IV" in the counties of Elbasan, Korçë, Berat, Vlorë, Fier and Gjirokastër. The duration of the agreement is 24 months, while BOE Colombo, Blerimi, Bajrami N., and Agi Kons have offered 499 million lekë, or over 5 million euros.

Vox News has analyzed the balance sheets of this company in the last two years, as it is one of the firms that has won tens of millions of euros in public tenders. In June 2026, the company published the balance sheet for 2025, which shows that partner Anduena Bajrami has made a profit of 857 thousand lek, or about 9 thousand euros.

Meanwhile, in 2024, this company issued a balance sheet with a loss of 42 million lek. Very suspicious balance sheets, since the treasury records show that it has been paid with millions of euros. Law enforcement agencies have always had suspicions of illegal activities, so far unproven, despite the fact that several controls have been exercised and several verifications have been made.

Last summer, Vox News published an investigation titled "Crime, corruption, influence or luck?! How is the firm 'Bajrami N' easily winning tenders in the Elbasan Region?" "Surprisingly, since the appointment of Ms. Bajrami to that position, the firm has been turning over tens of millions of euros, mainly winning tenders from the Municipality of Elbasan, Peqin, Belsh, Librazhd and even Gramsh," our editorial team would denounce.

VoxNews reviewed the tender documents won by this firm, where the leading institution is the Municipality of Elbasan, with a total of 35 procedures. The value that this firm has won alone (without a union of operators), is a total of 739,642,326 lekë. The editorial team has analyzed several procedures, where the Municipality of Elbasan has declared this firm the winner. One of them was the procedure "asphalting of the streets 'Grigor Nosi', 'Xhafer Duhanxhiu', 'Hasan Kopili' in the 5 Maji neighborhood", with a value of around 500 thousand euros.

It was also announced the winner of the tender for the reconstruction of the "Kostandin Kristoforidhi" high school with a value of 130 million lek, while this procedure was also analyzed by the Supreme State Audit, which found dozens of abuses. Meanwhile, "Bajrami N" has also won the procedure for the urban requalification of the Rinia central park, with a value of 208 million lek. The park was destroyed after construction and additional money was needed to restore it to working order. The firm has also won the tender for the construction of the "Valmi" square with a value of 62 million lek.

The only one in the competition has also won 18 procedures in the Municipality of Librazhd, with a value of around 3 million euros. Is it luck or meritocracy? Our editorial team also analyzed the tenders won by Bajrami N in collaboration with other firms, where there are suspicions that he was significantly favored.

The company "Bajrami N" was owned by the Bajrami family. Initially, it was Nazifi and currently it is Anduena Bajrami, who was the deputy mayor of Elbasan Municipality after 2013, under Qazim Sejdini and then Gledian Llatja. But, even during the time when the wife was the deputy mayor of Elbasan Municipality, Nazifi's husband received tenders from Elbasan Municipality. Meanwhile, some media have also published data that Anduena Bajrami's husband was sequestered, from a letter from December 2020. But, to date, law enforcement agencies have not carried out any operations or announced the launch of investigations.
