In an interview for A2, the Minister of Infrastructure and Energy, Enea Karakaçi, spoke about the situation created with the Vlora International Airport, the disputes between the concessionaires and the steps the government is taking to resolve the impasse.
The minister announced that the concession contract has been terminated by the ministry, while institutions are conducting the necessary legal assessments to determine how the project will proceed and when airport operations can begin.
"The airport should have been functional in February 2026, based on the contract. And when I say functional, I don't just mean built, but also operational, meaning it had received all the licenses and was ready to start the first flights. Of course, this did not happen," Karakaçi said.
"We didn't solve this. Why didn't we solve it? Precisely because we wanted the airport to be built. At the end of the day, it is a public infrastructure that Albania had contracted for and deserved to have developed," the minister declared.
But, according to Karakaç, the situation was not resolved and the conflict between the companies continued to hinder the development of the project. He described the dispute as a civil and contractual conflict between the concessionaires, which ultimately created uncertainty for the continuation of the project.
"During the termination of the concession contract, the concessionaires sued the ministry in arbitration and even requested an interim measure to prevent the ministry from terminating the contract."
"This issue was addressed by the relevant arbitrator and the relevant arbitrator assessed that the ministry was within its right to terminate the concession contract," said Karakaçi.
"The ministry will take all measures permitted by the concession contract to make it operational in accordance with the terms of the contract. Of course, for this we will act according to what is referred to in the legislation in force and the concession contract."
"It is impossible for me at this moment to tell you a deadline, as we are in the phase of evaluating the terms of the concession contract and I do not want to announce a deadline that could be wrong," the minister said.
