The Albanian Intelligence Service has been the biggest problem in Albanian politics, at least until 2002. The story began with the extreme politicization of the SHIK of the Gazidede Union. Since 1992, the head of SHIK was the closest person to the President for political developments in the country. He eavesdropped on political opponents, persecuted them, played a key role in the arrest of the opposition leader, then in the persecution of every judge and prosecutor in the Fatos Nano case who could acquit him, and in the persecution of anyone who tried to act as a judge in that case. In the end, the Zef Brozi case put a lid on this story, forcing him to flee under the protection of the US Embassy.

Furthermore, SHIK persecuted Kosovo political activists operating in Albania, physically disappeared Remzi Hoxha, persecuted the circle of people he knew in Albania, and intervened in LDK politics in Kosovo, attempting to replace Rugova with Demaç, but through the secret service.

Opposition politicians in Albania, the most active ones, were constantly under wiretapping and blackmail for their lives. Subsequently, SHIK led the process of destabilizing the 1996 elections, physically controlling them, stuffing ballot boxes, and beating protesters after the elections.

In 1997, SHIK led the burning of the opposition newspaper "Koha Jonë", the beating of Edi Rama and other opposition figures in the country, and the creation of an environment of insecurity when it was seen that the government was losing control.

The coming to power of the Socialists was a hope that SHIK would be depoliticized, but this did not happen.

The new intelligence service, after 1997, became involved in politics, but not to the same extent as Berisha's SHIK. However, SHISH again became involved in the Kosovo issue, in deepening the divisions between the political core of the KLA and the LDK, in stimulating political assassinations between them, and in exacerbating the political climate in the country.

In 2002, Fatos Nano and Sali Berisha, in an agreement between them, decided to dismiss the then head of SHISH, introducing the Albanian secret service into a long period of stability as a professional anti-terror service, in the service of allies, without being involved in the political life of the country. Kujtim Hyseni was perhaps the first head of SHISH to return it to the dignity of a modern secret service, without political pretensions and in alliance with our Western partners, mainly the USA.

This tradition continued with Bahri Shaqiri and, to be honest, Visho Ajazi could not alienate him either, even though he was politically appointed there by Berisha, as a man loyal to him. He also did not touch the integrity of the institution.

Edi Rama, the political leader who probably annoyed the intelligence service more than his opponents or enemies might, completely ignored it as an institution, changing chairman after chairman and treating it as an unimportant state agency. No one, not even the opposition, was concerned, as his distance from the service was evident.

The appointment of Vlora Hyseni was the only moment when politics turned its attention to SHISH and raised accusations against it. But even these accusations came more from Albin Kurti and Vjosa Osmani, since they had dismissed her as an official loyal to Hashim Thaçi. In fact, Rama took her to Tirana as his national security advisor precisely for this reason.

Both the dismissal by Kurti and Osman, and the hiring by Rama, had nothing to do with her biography or merits, but with her being a former senior official of Hashim Thaçi. They dismissed her because she belonged to Hashim Thaçi, and Rama hired her because she belonged to Hashim Thaçi.

In fact, it seems that Rama promoted her from security advisor to head of SHISH precisely to place someone there who didn't even know Albania and to avoid interfering in political affairs.

But that's exactly where disaster struck.

If she had been involved in politics, she would have been half the trouble. She has been involved in personal stories with people from the political underground, who pulled the strings of power. This brings the Albanian secret service back into politics as part of a clan war, trivializing it.

To understand all its banality, the statement to journalists, telling Klodiana Lala that she had met with Serbian agents in hotel rooms at "Rogner", would be enough. Even if our head of service had done nothing of what is said about the connections with Ergys Agas, this statement of hers to journalists against Klodiana Lala would be enough to understand that our secrets and those of our state have been in the hands of a banal man, who tries to use them in his worst days to smear all his critics.

All over the world, heads of services are usually scary, vile, often wicked and ruthless, but not banal. And this is the double drama of our Intelligence Service, which after 25 years returns to politics, not scary like Gazidedja or disturbing like Klosi, but banal like the lady who, while running away, tells us who she has eavesdropped on in hotels.

He could have spared us this.
