The uninformed head of the Intelligence Service...
Vlora Hyseni and Ylli Manjani

I don't know Vlora Hyseni. But what haven't I heard about him? All kinds of theories, conspiracies, urban legends, television analyses and experts who know everything about intelligence, except what intelligence does.

I only know that she is an Albanian from Kosovo, who according to the news did not have a very good life there either. Yes, honestly, this is the least interesting part of the story.

In terms of political spectacle, finding a name from Kosovo and, moreover, a woman to catapult her to the top of the State Intelligence Service was a find. The debate immediately erupted. Who is she, where does she come from, why her, why not someone else?

Thus the objective was achieved. There was talk about the director, but no one talked about SHISH.

An institution that theoretically should be the eyes and ears of the state, became so invisible that today the most serious question arises: Does SHISH still exist in function, or is it just a building?

What does this institution deal with?

Does it continue to boast that it has surveillance equipment? Does it continue to provide offices to partner services? Or does it still have its own information sources, people in the field, analysis, counterintelligence, strategic intelligence?

Because, from the outside, it seems as if the Albanian intelligentsia has become a gossip club with a state stamp.

SHISH used to be an institution that produced mystery. Today it produces only silence. And silence is not always a state secret. Sometimes it is a lack of activity.

The biggest surprise is that no one asks SHISH any questions anymore. No one touches the law. Reports are barely read. Parliamentary committees treat it like a file that is never opened. There is always a bit of a fuss about the appointment or dismissal of the next director and then… curtain.

What happens inside that directorate is perhaps the biggest secret SHISH has ever revealed: no one knows.

In this sense, the director of SHISH is perhaps the loneliest functionary of the Republic. There are no electorates, no fans, no protesters. There is only the decree of appointment and, when the day comes, the decree of dismissal.

This is what will happen for Director Vlora as well. Two days of debate, three television studios, four "sources close to the investigation" and, as soon as the name of the new director is announced, the political file is closed.

Personally, I feel sorry for Vlora as someone who had to perform a task without any fans. The only female director to end up in criminal prosecution, when the previous men deserved it.

Moreover, being under investigation, facing charges and the full weight of a criminal trial is not at all easy. And some of the questions that are raised publicly seem unusual. For example: what secret related to the AKSHI did the head of the SHISH need to know? It is not the classic field of functional duties of the secret service.

But it remains to be clarified in the future, perhaps with the usual custom, with journalists who will receive news "at the source"...

But the dark humor begins elsewhere.

The director of the secret service is arrested... secretly.

So, the man who should know what happens in the dark, didn't know what was happening behind his back.

Imagine the scene.

The secret service kept secret… the arrest of the head of the secret service. Or worse yet, the SHISH didn't know anything?!

The director had to be in control of the secret world. To smell danger before it came. To know who was following her, who was watching her, and who was knocking on her door.

But he didn't know anything, so he couldn't even defend himself.

Then leave the security of the nation.

Almost all of the secret arrests that SPAK and GJKKO make are made by the persons concerned. The Director of SHISH does not.

Therefore, the director was incompetent. At least for herself.

In fact, if the intelligence chief is surprised with secret decisions, then the problem is not just the person. The problem is the institution that has long convinced us that its biggest secret is... that it is so useless that it doesn't even find out when an arrest warrant is issued for it.

So I'm curious to understand what secrets the uninformed director had about the "AKSHI" issue?!

Usually, due to the level of secrets that SHISH must have, leaking them is called espionage. If we judge by the low level of widespread secrecy, for which she is being investigated, it turns out that the director was truly incompetent for that task.
