Prime Minister Edi Rama listed three problems that, according to him, continue to aggravate the relationship between citizens and the state: the "labyrinthine" administration, the lack of institutional memory, and the belief that recognition is worth more than the merit of the law.

"Today we have to deal with 3 wounds that feed each other. One wound is the wound of the labyrinthine state, the citizen does not know when and who to respond to. Wound 2 is the lack of institutional memory.

Promises are made, talks are made, decisions are made, but no record is kept of what was done, what was not done, what was delayed, or what changed along the way. Institutional memory is not the protocol of the institution.

It is much more. The shortage costs the state and the citizen many times more than one can imagine.

The third is the wound of the door that is not visible, which you can see and touch in the often right feeling of every person in Albania that for a service, for a job, recognition is worth more than merit and fate is worth more than the law. Albania Mirror, Faithful Presence, Besa and the scale of merit are an inseparable part of the effort to answer these questions", said Rama from the SP group.
