Why the 'embargo' on betting and hunting is only harming the state

Unable to control and supervise an activity, Albanian governments over the years have fallen short by blocking it altogether. The first example was given by Sali Berisha from 2005 to 2013, when from the power to control the coastline he chose to declare the coffee moratorium as a means to fight the trafficking of human beings, drugs and smuggling goods.

Berisha's philosophy in 2005 took Edi Rama, declaring the hunting moratorium in 2013 and 2019 the ban on betting, both activities with high informalities until that time.

But what happened? Sports betting has not only not stopped, but in Albania continue to thrive in massive sizes in the country and with even more daunting profits, as being illegals pay no tax in the state, at a time since until before their ban, taxes ranged from 25 to 50 percent of profit.

Starting from these figures, perhaps even the very actors of sports betting who operate illegally today, if they were asked do they want legalization to return, they would probably say not.

The reason is simple. If they operated in a legal and regulated market, they would be forced to pay taxes, licenses, insurance for employees and all other obligations derived from tax legislation. As for statistics, in 2018, the sports betting market is estimated to have shot 130 to 140 ml euros. This means that revenues at the state ark, with the 2018 tax regime could be up to 20ml euros.

The figure may seem modest, but it is enough if it is considered that all subsidy and financial assistance to farmers this year is estimated at about $14 mln. That's one side. The other side is employment. Before it was closed, this activity employed between 7 and 12 thousand people declared in the social contribution scheme.

Even this figure may sound modest, but it may result in a valuable help at this time of price crisis. Perhaps these are the reasons why the Albanian Olympic Committee will discuss the issue of sports betting with the Ministry of Education on Friday.

The second embargo is related to hunting. This phenomenon also follows illegally, though not in size before the ban is imposed. Unlike bets, this is more specific, but as with bets, conditional legalization strong control is the best solution. As an example, hunting could be allowed with certain seasons and in certain areas, where this activity poses no threat to the disappearance of animals or birds.
