Gladis Nano and Bledi Çuçi

In Tirana, the Rama government dismissed today the general director of the state police, Gladis Nano, for insufficient results in his duties.

The Minister of Internal Affairs, Bledi Çuçi, stated that the dismissal is related to the non-fulfillment of the objectives they had set with the general director of the police.

But the independent expert, Sotirq Hroni, claimed that the dismissal of Mr. Nano is another proof that the reform in the police is not working and that politics interferes a lot in the work of the police, inhibiting the reform of the law enforcement.

Two days ago, an announcement was spread in Tirana's media circles that the general director of the state police, Gladis Nano, had resigned, but he rejected this as untrue.

But what did not happen with the resignation, was accomplished today with his dismissal. After the government meeting, the Minister of Internal Affairs, Bledi Çuçi, stated that "the Albanian police needs a stronger response and more efficient management", and that "the government's decision to fire Mr. Nano is related to the situation created months ago the last and with the non-fulfillment of the objectives", which they had set with the general director of the police.

Independent experts claimed that Mr. Nano's dismissal is another example that police reform is not working and that politics continues to hinder law enforcement reform, directly interfering with their professional work.

The Institute for Democracy and Mediation has been studying the progress of the transformation of law enforcement for many years and advises closely on their reformation with contemporary standards.

The head of the Institute, Sotiraq Hroni, told the Voice of America that the dismissal of Mr. Nano for non-fulfillment of the objectives does not stand, because there is no document with these objectives. He said that politics should take its hands off the police, because it is hindering the reformation of the police.

"I do not believe that there is a document made public, with a set of objectives, that the government imposes on the director general. This does not exist as a philosophy either in the appointment of the main chiefs or those in the districts. There is no public document even when Mr. Nano was appointed, to say that these were the objectives and they were not fulfilled" - says Mr. Hroni.

Mr. Hroni says that there is a lot of political interference in the work of the police, hindering it in its daily activities and in its reformation with modern criteria, with meritocracy and a career system in the election of leaders.

Top appointments in the ranks of the police are controlled by politics, he says, so much so that it appears a closed list has been revolving around a few names for over 10 years.

"One of the things that I thought Mr. Nano would do a little better is not to recycle the same names of leaders from 2016 to today. It's the same police leaders, the same staff, and it doesn't make a big difference. I don't understand this, how you talk about reforms, and those people remain, who only change countries" - says Mr. Hroni.

Former director Nano has not yet given any reaction to his dismissal, while he was marked as one of the shortest-term police leaders, only 10 months, although with a 20-year career in the police, 5 of which he has been in charge of Antiterrorist structures.

The American Embassy in Tirana expressed its appreciation for Mr. Gladis Nano, who, as stated in a post on the Twitter network, "was a strong partner of the United States as the director of the Albanian State Police and before that, as the director of the Office against Terrorism ".

"The time has come for the police to reform as far as appointments are concerned. They should be an internal police process. Candidature must come as a proposal of the state police. Appointment can be made by the government, but this appointment and then dismissal must be done with a check and balance mechanism, similar to the army chief of staff and the head of the secret service. This is just one issue.

But there are also a multitude of other issues, which make the police one of the sectors that needs reforms similar to the police in democratic countries" - says Mr. Hroni.

The government appointed Gladis Nano in October of last year as director of the state police, after the resignation of former director Ardi Veliu.

He is a graduate of the FBI's National Academy in Quantico Virginia, in addition to many other trainings with allied security agencies, and has worked closely with international partners in his work.

Crime during the tourist season and several serious crimes in recent weeks by organized crime groups worsened the state of order and security in Albania. /VOA
