The Council of Ministers has approved a package of decisions at the meeting held on July 9, 2026, affecting public administration, the environment, economic development and infrastructure projects.

Among the main decisions is the adoption of rules for determining the criteria, selection procedures, functioning and exercise of responsibilities of advisory committees for the awarding of honorary titles.

The government also decided to propose to the Assembly the list of qualified candidates for the chair and three members of the Public Procurement Commission.

The meeting also approved the implementation agreement between the Ministry of Economy and Innovation and the German Agency for International Cooperation (GIZ), for the "Centers for Migration and Development" (ZME) program.

Another decision determines the criteria, benefit amount, and types of paid or unpaid leave for fire protection and rescue service employees.

The Council of Ministers also decided to change the administration of an immovable property in Vlora, transferring it from the State Cadastre Agency to the State Attorney's Office, for the exercise of activity according to the field of activity.

In the field of the environment, a regulation was adopted that sets out the conditions, criteria and procedures for the verification of greenhouse gas emissions by installation operators, aircraft operators and regulated entities, as well as the procedures for the accreditation of verifiers.

The government also approved two decisions for expropriations in the public interest. One is related to the project "Rehabilitation of squares and main areas near the Morinë Customs Point", while the other is related to the project "Reconstruction of sidewalks in the 'Sheh' neighborhood" in the Municipality of Kavajë.

It was also decided to declare several areas in the territory of the Municipality of Fushë-Arrëz and in the Municipality of Përrenjas as "Priority Areas for the Development of the Mountain Economy", with the aim of promoting economic development and investments in these areas.
