Ukraine paid over $1 billion for weapons that didn't arrive on time

Ukraine's Defense Ministry has confirmed that the main military procurement agency had accumulated more than $1 billion in payments for weapons, ammunition and equipment that did not reach front-line units within the specified deadlines.

As of January 1, 2026, the Defense Procurement Agency (AOZ) recorded 45.8 billion hryvnia, about $1.07 billion, in arrears.

The amount relates to military contracts for which state funds were paid, but the corresponding supplies or documentation were not fulfilled.

According to published data, the level increased significantly from about 18 billion hryvnia on December 31, 2025 and 14.7 billion hryvnia at the end of 2024.

Anti-corruption organizations raised concerns about the rapid increase in unfulfilled contracts. The Anti-Corruption Action Center (AntAC) described them as “paper weapons.”

The watchdogs also accused the agency of trying to hide the true extent of the problem by publishing lower figures and limiting public access to procurement data.

After pressure from civil society representatives, the Ministry of Defense directly published the verified figures.

Procurement officials argued that part of the sudden increase was related to the technical terms of the contracts, as several terms ended simultaneously on December 31, 2025.

Another factor was the damage inflicted on the Ukrainian defense industry. Russian attacks in the summer of 2025 damaged two major military enterprises, blocking active contracts worth over 20.1 billion hryvnia.
