Why is Israel holding thousands of Palestinian dead "hostage"?

Israel is holding the bodies of around 1,700 Palestinians, with the intention that they could be used in future exchanges, despite the fact that there are currently no Israeli hostages being held by Hamas.

The news was reported by  the Israeli newspaper "Haaretz", citing unidentified sources familiar with the matter.

According to the report, the figure of around 1,700 troops has recently been discussed within Israeli security structures.

Shin Bet chief David Zini reportedly supports keeping troops on duty in case Israeli citizens are taken hostage or go missing in the future. This stance is also reportedly supported by the Israeli military.

According to Haaretz, most of the bodies belong to Palestinians from the Gaza Strip who participated in the October 7, 2023 attack on Israel or in the fighting that followed. However, among them are reportedly Palestinians who were not involved in the fighting.

Legal sources cited by the newspaper have questioned Israel's legal authority to hold Palestinian bodies. According to them, the state has no authority to hold the mortal remains of Palestinians who have not been proven to have participated in hostilities, unless the Security Cabinet establishes a specific policy on the matter in advance.

In October 2025, the Palestinian National Campaign for the Return of the Bodies of the Martyrs and the Discovery of the Fate of the Missing stated that Israel was holding around 1,500 Palestinian bodies from Gaza at the Sde Teiman military facility in the south of the country.

Meanwhile, according to the Gaza Health Ministry, the Israeli army has continued attacks on several areas of the Gaza Strip even after the Israel-Hamas ceasefire came into effect on October 10, 2025. According to the same source, at least 1,258 Palestinians have been killed and 4,139 others have been injured since the ceasefire.

Since the start of the war in October 2023, according to data cited in the report, over 73,000 Palestinians have been killed and more than 174,000 injured. The conflict has also caused extensive damage to the Gaza Strip, with about 90% of the enclave's infrastructure affected.
