The Kosovo Assembly failed to convene again today, in its 13th attempt to elect a new speaker of parliament. The session was adjourned due to lack of a quorum and is scheduled to resume on May 11 at 10:00.
The constitution process has stalled at the point of electing the speaker of the parliament, for which the Vetëvendosje Movement has proposed Albulena Haxhiu. However, the Democratic Party of Kosovo, the Democratic League of Kosovo and the Alliance for the Future of Kosovo have declared that they will not support Haxhiu, describing him as a non-unifying figure.
There was no progress in this session either. LVV again requested the formation of an ad-hoc committee for the secret ballot of the candidate for Speaker of the Assembly, but failed to secure the necessary support from opposition parties, including Nisma.
The chairman of the session, Avni Dehari, called on the parties to propose members of the commission, but debates among the deputies were not lacking. LDK deputy, Hykmete Bajrami, reacted with the words: "You can call us 48 times, every 48 hours, and ask me to propose someone," but her microphone was cut off by Dehari's order.
After the vote, 56 deputies voted in favor of forming the committee and one against, an insufficient number to ensure the necessary quorum.
"56 MPs voted in favor, one voted against, we do not have a quorum. See you again on May 11 at 10:00," Dehari declared at the end of the session.
The Vetëvendosje Movement, in coalition with Guxo and Alternativa, has not yet managed to secure the 61 votes necessary to elect Albulena Haxhiu as head of the Assembly, keeping the constitution process in an institutional deadlock.
