Former US envoy to Kosovo, Christopher Hill, in an interview with Klan News, said that he was a witness in The Hague in Thaçi's defense because he believes he is innocent.
Hill emphasized that when he was in Kosovo in 1998-99, the situation on the ground was dire. He said that Thaçi did not have overall command of the KLA and that the Kosovo Liberation Army itself was not a regular army, but rather a representation of people united by the desire for freedom and independence for Kosovo.
According to him, the situation from the Serbian genocide was so dire that the solution was bound to be bombing.
interview
Were the sentences for former KLA leaders a surprise to you?
Christopher Hill : I came forward as a witness on Thaçi's behalf because I believe he was not involved in any illegal activity. Unfortunately, the judges ruled the opposite way, and I was very disappointed.
The expectations were that Mr. Thaçi and the others would be acquitted.
Christopher Hill: Court decisions are difficult to predict, as there is a lot of evidence to consider. I wasn't surprised, because these kinds of trials tend to go their own way. I can say I was very disappointed.
You were the US special envoy to Kosovo in 1998-99. You met with Thaçi and the KLA. Did you see anything that looked like a joint criminal enterprise?
Christopher Hill: I have not seen any joint criminal enterprise. I am trying to find a way forward that will lead all parties to look to the future. When I was in Kosovo in 1998-1999 the situation was very difficult. The situation in Kosovo was difficult, because we had to use bombing to solve the problem. I never saw this “joint criminal enterprise”. I said in The Hague that the KLA was not a structured organization. The KLA had capacities, which were limited. But the court did not agree with my words.
You said that Thaçi had no leadership role. Do you think that the Prosecution calling Mr. Thaçi a leader of the KLA was very damaging to him?
Christopher Hill: I was only in The Hague for the part related to my testimony. Thaçi did not control everything on the ground. There was no central authority that could give orders at that time.
What kind of organization did the KLA have?
Christopher Hill : The KLA was an organization that wanted independence and freedom for Kosovo. I didn't feel that there was any real vertical organization, where messages from the top would be executed from the bottom up. At that time, there were a lot of people who wanted to be at the top of the KLA, to make it a real army, to be taken more seriously by Western countries.
