The High Inspector of Justice has asked the High Judicial Council for the disciplinary proceedings of the judge of Kukes, Sami Ujkashi. The HCJ has started on December 1, 2022 the procedures for examining the request.

The Administrative Court of Appeal had decided to stop the construction works for the Valbona hydropower plants as a "lawsuit insurance measure", until the case is settled on merits. It was about the Dragobia and Cerem hydropower plants in the Valbona Valley National Park in Tropoja, of the company "GENER 2", owned by businessman Bashkim Ulaj.

But, at the beginning of 2018, judge Sami Ujkashi ordered the blocking of the execution of the decision of the Court of Appeal arguing that the concession company has "quietly" received a new construction permit from the government. It was an unprecedented case of a first-instance judge blocking the implementation of an Appeal decision.

It took a long court battle and a Supreme Court decision in 2021 to block the works and suspend the contract for the Bashkim Ulaj hydropower plants in Valbona.

Meanwhile, on October 18, 2021, Kukës judge Sami Ujkashi, at the request of prosecutor Xhevahir Lita, dropped all charges against the former chairman of the Kukës District Council, Abedin Oruçi, who "disgraced" and fought with 5 policemen , escaping arrest. Abedin Oruçi was accused of 5 criminal offences.

In June 2022, judge Sami Ujkashi released Burim Durak from prison, who is accused of the gruesome murder of a Greek citizen. Ujkashi has accepted the request for the cancellation of the security measure due to the loss of the power of detention for exceeding the maximum investigative deadlines from the time determined on the basis of Article 261 / 1c / of the Code of Criminal Procedure. Burim Duraku was arrested on 20.12.2019 after being wanted by Greek justice. Durak allegedly killed Artemis Vasilopou in Greece in May 2010.

Based on the request submitted by the defender Av. Sokol Tahiraj of Burim Durakut, the Court of the Judicial District of Kukës has accepted the request for the extinguishment of the security measure due to the loss of the power of detention for exceeding the maximum investigative periods from the time determined on the basis of Article 261 / 1c / of the Code of Criminal Procedure .

Burim Duraku was arrested on 20.12.2019 after being wanted by Greek justice.

Judge Ujkashi has stated that he gave money to his father with usury. In 2011, judge Sami Ujkashi declares that he gave 80,000 ALL with 7 percent interest to his father to buy a store. A year later, he says that his father gave him 10,000,000 ALL with interest. Ujkashi declares 5 residential houses and tens of thousands of euros in compensation from his work as a lawyer, before he was appointed a judge.

In 2012, Judge Ujkashi was sent to trial by the Tirana Prosecutor's Office on the charge of exercising illegal influence on persons exercising public functions. Ujkashi was accused that when he was a lawyer in 2010, he intervened as a realtor in the Shkodër Court of Appeal for the release from prison of a murderer sentenced to 20 years in prison. According to the accusation, Ujkashi, as a lawyer, accepted the sum of 50,000 euros in order to exert illegal influence on the Shkodër Court of Appeal. The prosecution asked for a year in prison for Ujkashi, relying on wiretapping and testimony, but the Tirana Court declared him innocent in 2013. Ujkashi returned to the system and received wages for the entire period of suspension./shqiptarja.com
