The government has confiscated, after a battle that lasted more than 12 years, the 9-story building in the center of Fier, built by former Democratic Party MP Astrit Veliaj. With a sudden decision of the National Council of Territory and Water, Prime Minister Edi Rama has put his name, signature and seal on the confiscation of the UFO building, originally built for a university, but which later fell into disuse.

The decision states that the building was built without any building permit, while there have been criminal proceedings, court decisions and administrative decisions on the matter in question, where it has been proven that the Municipality of Fier has not granted any permit to the former MP's company. Currently, the building is without any services, while after this decision it is expected that several state institutions will be "housed" in those premises.

According to documents researched by Vox News, the KKTU made the decision for confiscation at the meeting on September 25, 2025, while the documents were completed and the confiscation was definitively decided only on July 10, 2026. This council decided on the confiscation based on several laws and a decision dated June 18, 2025 of the Commission on Confiscated Objects.

"Upon the proposal of the National Inspectorate of Territory Protection (IKMT), the National Council of Territory and Water decided to confiscate in the public interest the building built without a building permit for profit 'Building 9 floors + 4 floors + 2 underground floors', located in the Municipality of Fier, with the developer being the company 'Ufo' sh.pk," the documents state.

The government decision states that a map of the layout plan of the structures is attached to this decision as an integral part of it. "The beneficiary authority of the confiscation or the developer, as the case may be, applies through the e-permit system, to the Technical Secretariat of the KKTU, for the approval of the relevant permit. After the approval of the relevant permit, the Territorial Development Agency shall issue the certificate of use, in accordance with this decision and the attached layout plan," the documents state.

Vox News has learned that an investigation was opened against former Democratic Party MP Astrit Veliaj in 2014 by the Fier Prosecutor's Office and later by the General Prosecutor's Office, because at that time he had immunity. The investigation came about because some Fier citizens filed a criminal complaint. It is learned that the magnificent UFO University building began to be built in the city of Fier in the fall of 2012.

The investigation of 12 years ago consisted of the fact that this structure had begun to be erected without the relevant building permits. The building resembles the White House in the USA and where on the side of the stairs are two statues several meters high. In record time, this complex structure with many halls and auditoriums welcomed students in the academic year 2013-2014. The building was built in the premises where the Commissariat and the Directorate of the Fier District Police were once located, which have now been transferred to the outskirts.
