The government has rejected a project by the 5D firm to build a tourist complex in the Himara area, as the project seems quite suspicious, as the same company was investigated for links to directors of the Tirana Municipality, some of whom were convicted and are at large.
Doubts remain about how a company owns a huge property in Himara, how they acquired it and what they would invest in, at a time when its owner, Nestor Muhametllari, was being investigated by the Special Prosecution Office.
The SPAK file also included the names of Redi Molla and Mariglen Qato, who were convicted for strong ties to 5D. Several years after this file, the same firm attempted to obtain a super permit, but was met with strong opposition from Prime Minister Edi Rama.
According to documents available to Vox News, on May 13, 2026, the government announced the decision to deny permission to a firm linked to former directors of the Municipality of Tirana.
"The National Council of Territory and Water decided to reject the construction permit for the '1-2-story tourist complex, with 3 underground floors', located in the Himara municipality, with the developer company '5D Construction'," the document states.
The same company is owned by Mr. Nestor Muhametllari, investigated in the SPAK file, and his phone was even seized, where conversations and documents were found that proved the connections with the directors. Muhametllari had communications with citizens Mariglen Qato and Redi Molla.
Vox News has learned that, in 2021, Nestor Muhametllari bought the company VAS Konstruksion from Muhameti Petriti for 1 million new lek, or more than 10 thousand euros. The transaction was highly suspicious, due to the fact that until then the firm in question was turning over millions of euros.
Also in 2021, a few months after Nestor Muhametllari bought the company, he changed its name from VAS to 5D. The prosecution suspected that the name change was due to the influence that 5 major directors in the Municipality of Tirana had on this firm. Some former directors were investigated, convicted and released, while the activities of some others are still uninvestigated.
