SPAK has begun questioning the sterilization concession. The first to be questioned after three years of investigation is Salvini Kadiu, member of the Procurement Commission. The other members are also expected to testify in the following days.

The surgical equipment sterilization contract is one of the Public-Private Partnership projects with budgetary support in the health sector. The contract was signed in December 2015 between former Health Minister Ilir Beqja and concession company SaniService –whose shareholders are Investital LLC and Italian companies "Servizi Italia", "Tecnosanimed" and "U.Jet S.r.l".

The largest package with a 40 percent stake owns Investital LLC - a small company founded with a capital of 1,000 euros in Kosovo by Ilir Rrapaj. The concession company began work from a modern sterilization station built at the "Mother Teresa" University Hospital Centre with loans from the Albanian government, but which had not been put to work for any day.

According to a KLSH report, equipment worth over 107 million dollars purchased by the Albanian government was donated to the concessionaire free of charge and without any forecast in the contract. The sterilization centre was built in 2009 through a loan that the Albanian government had taken out at the Council of Europe –CEB Bank. Her transfer under the administration of the concessionary became part of the investigation conducted by the Tirana Prosecution – which was fired in September 2016 without consequence.

The investigation documents also show that the Ministry of Health predetermined the delivery of the service with concession and faced the reluctance of former Finance Minister Shinzo Cani to approve it. The two former ministers exchanged correspondence from October 2015 to January 2016, where Cani initially asked to be argued as to why the concession had been chosen and not the usual procurement.

The former Finance Minister also warned rising costs beyond budgetary ceilings, but approved the contract on the condition that the project's funding rigorously respects the budgetary limit for these services. "In terms of the demand risk, agreeing with the way it is met we would demand that the Ministry of Health take all appropriate measures, that this risk be minimised as much as possible during the concession period," Cani wrote in January 2015.
