In the middle of the August heat, the socialists sometimes officially and sometimes privately released drafts with proposals on how they would change some laws, which would not only open the files of the former state insurance, but also punish them with exclusion from the right of election and appointment of high political officials of the previous regime.

In order to achieve this, proposals for changes to the law on the opening of files and up to the Criminal Code and other laws were spread for those elected and appointed to leadership positions in administration and various state structures.

Among the proposals that were discussed in those days was the exclusion of the secretaries of the Labor Party, or other high-ranking officials from the right to be elected and nominated. The law was proposed to be retroactive, meaning it would automatically discharge not only former security guards and their associates, but also former regime officials.

The proposal was presented by some media as targeting Sali Berisha, who is known to have been the secretary of the Labor Party. However, such a proposal did not only affect Berisha. Skënder Gjinushi and Fatmir Xhafaj were also added to the list, the former as the regime's former Minister of Education and the latter as a former investigator.

But the proposal of the socialists was only for summer consumption. The law did not pass and both Berisha, Xhafaj and Gjinushi were saved from the exclusion. The variant approved by the Socialist Party was reduced only to the repeal of an article of the existing law, which prevented the Files Authority from verifying political figures equipped with certificates of purity from the 'Bezhani' and 'Mezini' commissions.

In order to continue the game and with it the mockery of the citizens, SP has proposed two more changes, in the law on decriminalization and the Electoral Code, but in both proposals presented at least publicly by Taulant Balla, the former officials of the regime are not affected , but only former insurances and their associates.
