" I swear that I will faithfully perform my duties, I will apply the Constitution and the laws of the Republic of Albania honestly and impartially all the time. I SWEAR ", this is the act of swearing by every employee of the Albanian state police before taking office.
But this oath seems to have been broken in the case of the murder of Klodian Rasha, the clash with criminal groups in Elbasan that culminated in the murder of Pjerin Xhuvan and the death (overdose) of 32-year-old Lear Kurti. So far we have seen that in all three of these events, the police were involved in hiding the crime that took the lives of three citizens in different places.
The murder of Pierre Xhuvan
In the case of the murder of Pjerin Xhuvan in Elbasan, the former general director of the police, Ardi Veliu, together with the prosecutor of the case, publicly lied to the media and public opinion.
Ardi Veliu, who appeared at the conference at that time deliberately stating half-truths, should be among those police officials who, like subordinates, should bear criminal responsibility, as well as subordinates, if not for abuse of duty, for false declaration.
Ard Veliu, lie 4 (April 22)
" The investigative group did not find any illegal or suspected items that could be used for buying and selling votes . "
court
"Five sheets with lists of names and IDs, 17 format sheets, copies of identity cards and biometric passports, 5 duplicating stamps, patronage form with the name Met Daflaku were found."
The murder of Klodian Rasha
The most serious event of the State Police was undoubtedly the killing of the young Klodian Rasha by a police officer. The Police even announced on the day of the murder that the victim had a weapon with him and had even shot at the "Eagle" group.
The murder of Klodian Rasha caused violent protests where hundreds of young people clashed with the police, while vandalism was not absent. As a result of these protests, the Minister of the Interior, Sandër Lleshaj, but not Ardi Veliu, resigned as a moral gesture to reduce the tensions caused by the killing of the young man.
What happened to Lear Kurti?
AMP, ( Police Supervision Agency ) directed by Ardi Veliu reacted to the death of 32-year-old Lear Kurti, who died in the police station while being escorted by the police. According to the AMP, a plastic bag was found in the young man's stomach, which was suspected to be filled with narcotics and was taken by him when the police patrol asked him for identification.

In the video published by VoxNews , Lear Kurti was in a serious state of health and unconscious, the officers are trying to lift him from the ground.
Instead of calling the ambulance, or sending him immediately to the hospital where he could have been saved, the officers took the young man to the police station.
Expert opinion
Law enforcement expert Fatjon Softa has analyzed the actions of the police and raises strong doubts about the role and the bag that was found in the young man's stomach. According to expert Softa, he said: ' How big was the bag and how can it be swallowed when running. That there is no way, it does not go down. The second version is that it may have been inserted, he could open it and pour it on the way and leave no trace.
During the run you can't swallow it, I think the second version, it can be inserted rather than swallowed. This requires analysis. How big was the bag, was it digested by the stomach? It is not possible that the stomach has digested the bag within this time , Softa said in an interview.
Criminalistics expert Ervin Karamuço has pointed out that in such cases the police must apply a manual, which has not been made public yet.
" In this particular case, from the dynamics and the event, we are not saying who killed him, we are saying why he was not saved. And for this we must access not only the law and regulation, but also a special order that the police apply in these types of episodes. How do you stop him, why do you doubt him, what help does he give? It is a manual that guides how the police should act in these cases. Yesterday I communicated with some of the managers and I told them that all the police have published the manual ", said Karamuço.
Police report
Last year, in a report published on the police, it appears that 224 police officers were investigated for abuse of duty and 99 were arrested for criminal offenses.
For the period from January to September of this year, 24 police officers were arrested as perpetrators of various events, while 263 others are under investigation by the prosecution.
The most serious cases recorded this year are the arrest on August 2 for the criminal offense of 'Deliberate murder' of Commissioner Arjan Tases after the dinghy accident that took the life of a 7-year-old girl on the beach of Potami and the arrest of Agent Jeton Lami on August 24 for the criminal offense of 'abuse of duty' after it turned out that he accompanied the internationally wanted Ervis Martinaj with a vehicle.
The 'police we love' was forgotten
"The police we want", we have often heard these words from Minister Çuçi, but this is not the police that Albanians really want.
From Tahir's "police we want" who held press conferences with masked police as a facade in the background to the removal of Lleshi's "barkers" and "old men", the police, from the state police, has turned into the party police led by Bledi Çuçi.
What would happen in a European country?
In democratic countries, these abusive actions would bring an immediate reaction from society. It is enough to bring to your attention the unintentional injury of a British citizen by the police, for the whole of English society to react.
As a result of this reaction, the English government decided that law enforcement officers should not carry firearms, but only electric pistols as they do not have the necessary training, allowing the use of firearms only by the criminal police and special forces.
