SPAK file / How The Chief of Crimes of Tirana was put into service by Erion

The SPAK file states that Palushi was effective of the Tirana County Police Directorate where he served as Sector Chief for Crime Investigation, while already serving as Crime Chief in the Police of The Saranda.

According to the file obtained by journalist Klodiana Lala, he is accused that on behalf of Erjon Alibej, who ordered the murder of Emiljano Ramadan, to lead investigations in the wrong direction.

In 2020, the citizen Leonard Palushi was effective of the Tirana County Police Directorate where he served as Sector Chief for Crime Investigation. From 16.07.2020 to 31.07.2020 the citizen Leonard Palushi was scheduled for the annual holiday. On 20.07.2020, citizens Emiljano Ramadan were killed with firearms in the city of Tirana. Although on vacation I tried to take an interest in discovering the murder of Emilano Ramadan. A few days after the event, even though he was on holiday, in Yzbeisht, at about 10:00 or 11:00 a.m. i was approached by a citizen in covid masks and hats, about 170 cm and about 50. He met me and informed me that a weapon used in Mili's murder is kept hidden in manhasa's servant. He addressed me, saying, "You've never seen me." I walk about 2 – 3 steps towards this citizen, but meanwhile on the sidewalk came another person. I stopped as I wasn't sure what was going to happen. The two of them left towards the main road to the New Ring. I later communicated with Police Director Arjan Muça, I told him that, I had a person come to me and met me in Tirana and told me that the weapon of the Emiljano event is at Manahasat. I want to clarify that in the conversation with Polcia Director Arjan Muça we had doubts that this information could be made up, but again judging that there could be a weapon there would be help in discovering the authors of the event, so there could be DNA traces. He has stated that information regarding the weapon found in manahasa's servant did not compile it as SK2, as he was on holiday and when he went out to work was worthless as he had been released as information. He also stated that he had contact with Erjon Alibeaj with whom he met because of information he gave about the murder of his brother Endrit Alibej, even meeting him at the residence of Erjon Alibeaj. Also at his request, citizen Leonard Palushi changed the annual leave from 01-15.08.2020 on dates 15-31.07.2020.

-Regarding this fact the prosecution argues that: As above, it turns out that the palushi investigated in agreement with investigator Alibej has made it possible to orient investigations in the wrong direction by targeting the implication of persons who had no connection to the criminal work carried out. Even the statements given by the investigator Leonard Palushi are at all convincing and contrary to the totality of the evidence administered by this stage of the investigation. Statements given by citizen Nuredin Dumani as well as those provided by fellow justice associate Euglent Halili create suspicion that the giving of information was deliberately made to bring the Manahasa family into conflict with the Talo Key group for this event. In this way, as a result of these actions carried out by Leonard Palushi, he has carried out regular failure to fulfil the task by being in the conditions of exercising a public function by damaging the legitimate interests of citizens, including citizens Albert and Seit Manahasa who result in being wrongly arrested. As above, investigated Leonard Palushi has consumed elements of the criminal work of "Abuse of Office", envisaged by Article 248 of the Penal Code.
