Ana Dyrmishi did not make it. She died from fatal injuries sustained in a fire that broke out in the hotel where she and her partner were staying shortly after their engagement ceremony.

While investigations will be lost in drawers for violations of fire protection rules, "Exclusive" brings once again the investigation into the tasks that must be completed from the moment a construction pit is opened, until institutional actors must continuously verify and control how well the subject guarantees the conditions of protection and evacuation in the event of a fire.

And this is not just about the help and work of the fire brigades that arrive to put out the flames.

But also for the competencies that are in the genesis. Before an investment is approved, if this service assesses that the intervention is impossible because, for example, there is no road, the construction, in Albanian, means that it should not be carried out.

Or, for example, if inspectorates undertake real controls and impose administrative measures, accountability increases and, consequently, legal accountability becomes a fact.

Since 2015, the Fire Protection Act has given the fire service the authority to inspect the works, whether the project is being implemented properly for fire protection and rescue, including the water system in each building. However, another law on the powers of building administrators charges them with the duty of first responders, which also includes administrators of service units, which is implemented with difficulty in the field.

Beyond the self-denial of every firefighter who risks their lives, a report by the Supreme State Audit also highlights the concern that this service does not meet the standard of 1 firefighter per 1,500 inhabitants, set by the same law. The Supreme State Audit raises the alarm that full coverage of the territory and on-site monitoring of the effectiveness of fire protection have not been achieved.

Not only that. Inspections show that in new constructions and others, the situation becomes even more dangerous, when apartments are converted into service units, and here the inspectorates charged by law must control every intervention. Something that rarely happens.

The State Police admitted to "Exclusive" that during the last year, 233 homes were burned throughout the country, 10 citizens lost their lives due to asphyxiation and five others were injured. In Tirana, 93 houses were burned down, 27 in Durrës and 20 in Vlora.

Some of the causes of the fire were gas cylinders and burning electric cars in garages, which also become hotbeds of fires, as many of them have been converted from parking lots into warehouses and workshops, such as pastry shops.

Another problem is urban development and roads. Meanwhile, from 2020 onwards, throughout the country, as reported by INSTAT, 7873 building permits were issued, of which 1154 were for buildings, but permits for residences, hotels, commercial and industrial buildings were equally competitive. A boom that has another side.

Professor Gjergji Simaku told me: “ There is a need for a complete package in the fight against fire, it is not complete as legislation and developments must be taken into account, including construction. Including effective water protection and existing evacuation stairs. ”
