The High State Audit has issued the alarm that the hemodialysis concessionary is not carrying out the obligatory investments under the concession contract leaving the equipment in a degraded state. In an audit report, the ALSAI says that under the contract, the concessionary has the obligation to reinvest 3.3 million euros in the last 4 years for the renovation of equipment, in order to keep functional equipment to the state at the end of the concession.
"In the implementation of the concession contract, it has been determined that the reinvestment in medical equipment in all 5 dialysis centers, by the concessionary will be made 100% starting in the last 4 years. Meanwhile, the contract is in the last 4 years of implementation and the concessionary has not started to invest in medical equipment" says ALSAI.
In the face of this situation, the ALSAI has recommended the authorities to intervene urgently.
"The Ministry of Health and Social Protection and the Compulsory Health Insurance Fund to request the concessionary to implement the concession contract under conditions for the replacement of medical equipment," the report states.
Albania has often suffered from concessions that leave behind the scorched land. The most recent case was that of vehicle compulsion, where the Swiss company SGS, although obliged to invest 4 million euros in the final years of the contract, did not do so. Consequently, the money to renovate the degraded equipment and facilities was paid by albanian citizens, while the concessionary fled with the profits in his pocket.
Investments
In annexes 3 and 7 of the dialysis concession contract, the initial value of the investment that the concessionary will make in all 5 dialysis centers, respectively EUR 1.1 million in infrastructure and EUR 3.3 million in medical equipment.
Under the contract, the amount of EUR 3.3 million in equipment should be reinvested in full again in the last 4 years of the concession in order to renovate equipment and leave it under optimal conditions when the contract is completed and they are passed to the state.
More specifically, the contract obliges the concessionary to invest 100 percent of the amount invested in the first year for renovation of equipment. In the 8th year, 100 percent of the amount invested in the second year and so on until the 10th and final year of the concession. But even though the contract has already entered its 9th year, ALSAI says that the concessionary company Diavita has not made any investments for renovation of the equipment, risking leaving the scorched land to the state when the concession is completed.
Concession
The Albanian government granted the dialysis service in 2016 for a 10-year period. The contract was won by a company called Diavita. The company's founding partner was Evita company with 85% shares and American Hospital, with 15% of the shares. Evita's main shareholder was Arimo BV, a company registered in the Netherlands with eventual businessman Clodian Allajbeu.
In September 2019, the concession was sold. DiaVita was acquired by Swedish company Diaverum International AB, part of diaverum group, the world's third largest company in providing medical services for kidney pathologies. The transaction value was about three million euros.
Last year, the dialysis concession changed its owner. Ownership of the dialysis service concessionary company DiaVita will change again.
The Diaverum Group, which bought the company in 2019, was sold entirely to M42, a medical services company owned by the United Arab Emirates public investment fund, Mubadala Investment Company.
