TARGETING THE GANGS
The most frequent accusations of assassinations are related to the leakage of information within the ranks of the blue uniforms. But who is betraying the policemen in Shkodra district, leading them to physical elimination?
Is it enough to only incriminate some of the area policemen who are used as pawns in the hands of the powerful, or are there other institutional blessings?
Life in Shkodër continues with the usual monotony. With the daily challenges in the bike city, and businesses opening their doors hoping for a good day.
However, apparently, in the capital of the north, everything is going smoothly and without any major problems. But if you scratch this false calm just a little, you realize that there are two very opposite realities. Crime is an important factor in the daily life of the city. Even a decision-maker for its success.
The crime scene hasn't changed much since this Inside Story documentary aired in November 2023. In the vortex of the war between criminal groups, the police often find themselves. They must uphold the law and do their duty. This exposes them to the threats of crime.
It must be said that the criminal groups have no reservations even when it comes to the people of the law who, if they fail to buy, threaten them.
From 2020 to 2024, 13 assassinations were carried out in the Shkodra District Police that targeted police officers, suspected incidents due to duty.
"Out of these: In 7 cases, explosives were placed.
In 3 cases, the crime of "destruction of property by fire" was investigated.
In 3 cases, they were investigated for the crime of "intentional murder", attempted murder and "arms possession without a permit". .
8 offenses were committed against the employees of the Shkoder Police Station, 1 against the employees of the Pukë Police and 4 against the employees of the Shkoder Local Police Directorate".
Based on the way the assassinations were carried out, it seems that the most preferred method that the crime has chosen is that with explosives, explosives and, not for nothing...
"The most widespread method is with explosives, as it is very difficult to trace or find the perpetrator. Explosives leave no traces behind, that's why law enforcement bodies have a very difficult time solving the incident", says Sadedin Fishta - the head of the Independent Police Union
"Very briefly, the assassinations are carried out because the policemen are sold. Assassins get information somewhere, because it is impossible for them to know all the policemen. Attacks have been made against policemen in different sectors, spz, opgj, patrols, eagles, crimes and even against the road. This means that they get information somewhere, even very accurate. Someone is selling the policemen," says a policeman anonymously.
This person, who speaks on the condition of anonymity, has been working for the Shkodra Police for years. Faced with the fear that in the near future he may have the fate of his colleagues, he has decided to speak and address the problems that have gripped the Shkodra Police. Often, delivered by extended gang connections within this institution.
"Police officers are sold by their colleagues. It is impossible for a superior who comes from the districts to know about all the policemen, about the work, about the connections, about the apartments, etc. Cops are sold by this rotten structure which is some cops, who have been on the job for years and who are connected to crime and criminals. There are those policemen who, on the one hand, treat lawbreakers well, and on the other hand, beg their superiors not to transfer them. This is how they pull and don't tear it and create financial balances. The most serious attack was the one against my colleague Gjergj Ndershtiqaj", says a policeman on the condition of anonymity.
March 12, 2024, Grudë e Re, Shkodër
This date should have been an ordinary day for Gjergj Medrshtiqaj who had received leave from the Police Academy where he was studying to become an officer. That Tuesday, the 30-year-old and his family had opened the doors to welcome people on the occasion of the 1st anniversary of his grandfather's death.
In the evening, Gjergji together with his brother-in-law, Gjon Leka, take a friend's car and leave the bar where they drank coffee. They were walking towards the parking lot where the police officer had parked his car.
The four perpetrators of the attack, masked, followed the police vehicle for about 3 km with their car. The moment the officer's car stops, the latter passenger gets out and immediately notices strange movements in his direction.
The 3 masked passengers get out of the car of the assassins and start the frenzy of Kalshannikov's bullets in the direction of Medshtiqaj and his brother-in-law, Gjon Leka. The latter runs immediately as soon as he gets out of the car, accompanied by a barrage of bullets, while the young police officer hides behind the car.
The fury of the Kashlashnikovs causes the vehicle to explode. The flame repels the assassins, while fortunately Medshtiqaj and Leka manage to survive. 106 bullets were fired at the two wounded.
Gjergj Medshtiqaj received 3 bullets. One in the arm, one in the knee and one in the thigh. The 30-year-old has had two dangerous operations. 3 metal prostheses and 21 screws have been placed in his left leg, which obviously has consequences. The young man spent a month and a half in bed rest, 1 and a half months with crutches, meanwhile he is already walking with difficulty. Gjon Leka took two bullets. 1 in the leg and 1 in the rib.
The target of the assassination of March 2024 is suspected to be Gjergj Medshtiqaj because of his profession. The young man in 2020 worked as a general patrolman. From May 2021 to 2023, he worked as a SPZ in the Shoshi area. One of the main activities of his work was the discovery and destruction of fields of cannabis sativa. A very widespread and well-known activity in the area, but apparently it has also brought conflicts to the young policeman.
From 2023, he studied at the Police Academy to become an officer. Currently, the Prosecutor's Office of Shkodra continues the investigation into the assassination attempt on Medreshtiqa, but has not been able to identify the perpetrators of the incident.
The prosecution's response to the case of Ndershtiqaj:
Criminal proceedings have been registered for the criminal offense provided for by articles 152 and 278 of the Criminal Code. A number of investigative actions have been carried out and currently the case is still under investigation.
