Ibrahim Lici was arrested on February 15 of this year in Turkey, but almost a month later he was released from the cell.

The brother of Ibrahim Lici, Hamza Lici, for the first and last time, went public, denying the Albanian Police that his brother had been arrested by the Turkish authorities. On February 15 of this year, Hamza Lici said that his brother had not been arrested but had surrendered to seek asylum.

Ibrahim Lici is wanted by justice after suspicions that he is involved in the murder of Endri Mustafa in Shkodër, an event for which he has denied any accusation.

The clash between his family and the Bajri family is exposed in the "Metamorfoza" file where, according to Sky ECC communications, Behar Bajri had hatched a plan for the execution of Ibrahim Lici at the funeral of Indri Rraja.

In one of the communications of the Sky application, which are already in the hands of SPAK, Bajri also talks to the businessman Pëllumb Gjoka, while telling the latter that he will kill Ibrahim Lici and Dorian Duli and is looking for people to carry out the murder

Ibrahim Lici is the son of the former councilor of Shkodra Municipality, Mustafa Lici. Earlier, he was also the subject of the structure, Operation Force of Law, while it results in the search for several sensational murders.

According to the police, Lici is the main author of the assassination attempt on the brothers Astri and Brahim Bilali, which happened on March 30, 2019. They were executed at the gate of the house with a Kalashnikov and the event was investigated as a clash between rival gangs in Shkodër.

Astrit Bilali, who died together with his brother on March 30, 2019, is the father of Astmer Bilali, the former boxing champion arrested as part of the "Bajri" group in Shkodër.

Astriti was a well-known businessman in Shkodër and in the city he was identified for his passion for horses together with his brother Brahim, who was the chairman of the association "2 Aprili".

Endri Mustafa was friends with Astmer Bilal, while their names appear together in several criminal events. Mustafa was previously convicted for wounding, while in 2016 he was arrested after being accused of robbing a person in cooperation with several others, taking his personal belongings and money. Asmer Bilali was also declared wanted.
